Job Description Summary

This position provides leadership, management, technical expertise, strategy

execution, coordination, and evaluation of zoning administration for a varied

portfolio of Region 5 cities. It is directly responsible for coordinating advanced

expertise related to planning, zoning, economic development, and administrative

decisions in accordance with land use ordinances, statutory guidance, and federal

regulations. This position ensures those assigned to the team embrace

organizational values and are actively engaged in developing relationships and

engaging in regional capacity-building in a changing regulatory environment.

Job Description

Essential Duties and Responsibilities

  • Supervise the Community Development team to achieve strategic goals.
  • Manage activities of assigned team members to achieve community development and zoning advisory goals for cities in the region.
  • Lead development of annual plans for community development and zoning administration to support strategic objectives and community needs.
  • Administer budgets and billing processes to maximize resource stewardship and achieve assigned goals.
  • Assist with change management initiatives to sustain services amidst workforce variability, government official transitions, and shifting regulations.
  • Assist with coordinated allocation of staff for internal projects related to organizational growth.
  • Manage activities of assigned team members in the unit.
  • Assist with leading the team by delegating authority to team members to conduct daily operations while providing oversight to ensure compliance with local ordinances, statutory guidance, and federal regulations.
  • Manage activities related to zoning administration for a varied portfolio of Region 5 cities. This includes:
  • Adhering to zoning regulations, land use planning, and development review processes.
  • Providing staff mentoring at city halls across Region 5 to develop consistent procedures and build trusting relationships with government officials.
  • Ensuring high-quality service delivery, responsiveness, and meeting timelines and objectives.
  • Implementing consistent educational resources to support roles and responsibilities related to zoning administration.
  • Developing and implementing strategies to maintain data integrity and compliance within relevant systems.
  • Conducting regular meetings with community stakeholders to encourage regional capacity building and further community priorities.
  • Actively participating in regional and statewide partnership discussions.
  • Managing reports and insights that analyze project and community data.
  • Recommending and implementing changes to processes and procedures.
  • Lead processes to ensure that the team works collaboratively with other departments and stakeholders.
  • Identify opportunities for cross-training and shadowing opportunities to ensure that the team follows best practices for community development and zoning administration.
  • Manage assigned team members in the community development and zoning administration unit.
  • Supervise, develop, train, and mentor assigned staff.
  • Provide direction and actionable goals to ensure that the team understands how their performance impacts department, division, and organizational strategies and goals.
  • Work with the Director to identify staffing needs and ensure that the unit has appropriate headcount to support growth plans.
  • Assign equitable staffing workloads to meet city needs and engage in regional capacity-building.
  • Coordinate hiring, training, and onboarding processes consistent with organizational practices, in partnership with Director.

  • Develop and lead the team to become open, transparent, innovative, and collaborative with internal and external partners.
  • Maintain an understanding of the interplay of land use ordinances, statutory guidance, and federal regulations when it comes to zoning administration for a varied portfolio of Region 5 cities.
  • Identify key professional development, certifications, and local engagement that ensures relevant technical expertise throughout the unit to achieve application of accurate knowledge across land use ordinances, statutory guidance, and federal regulations.
  • Represent the organization and community development concerns.
  • Represent community development and zoning administration unit at internal events, board meetings, and retreats.
  • Attend and present at conferences, trade shows, community meetings, and other public events.
  • Other duties as assigned.

Additional Job Description

Required Qualifications

  • Bachelor’s Degree in a planning-related field,

AND

  • Three (3) years of professional planning work experience in one or more planning specialties such as economic development, community development, comprehensive planning, transportation planning, zoning, housing, and/or environmental planning,

OR

  • An equivalent combination of post-secondary education and training, and professional work experience equal to ten (10) years,

AND

  • Experience in reviewing plans and applying provision of the ordinances and codes to determine compliance with regulations and to apply regulations to field conditions
  • Experience in preparing, amending, and adopting Comprehensive Plans
  • Experience in technical studies, development of short- and long-range plans, and other related planning documents Sourcewell Human Resources Page 4 of 4
  • Experience with strategic planning, strategy development, and implementation
  • General knowledge and ability in GIS tools and software
  • Strong presentation and facilitation skills
  • Experience with public participation techniques as applied to planning and community development projects

Preferred Qualifications

  • Master’s Degree in community development-related field
  • Five (5) years of professional planning work experience in one or more planning specialties such as economic development, community development, comprehensive planning, transportation planning, housing, and/or environmental planning
  • Current AICP certification
