Title: RFQ: Landscape Assessment Consultant, Women’s Climate Resilience Fund, Indonesia
Classification: RFP
Location and Duration: Remote, with ability to work during Southeast Asia business hours and travel to Indonesia. 1-2 trips to meet with in-country stakeholders are anticipated.
Duration of Consultancy: October 15, 2024 - January 15, 2025
Position Summary
Women’s World Banking wants to assess the market opportunity for an investment fund to improve the resilience of women and women-led micro enterprises (MSEs) in Indonesia to climate change. The fund intends to mobilize investments from both private and public sectors investors to support and incentivize financial institutions to invest in providing low-income Indonesian women and their micro-enterprises access to financial solutions that help them adapt to the impact of climate change. As a result, low-income women and their communities should develop economic resilience and more sustainable livelihoods.
Objective:
Women’s World Banking seeks an experienced consultant with a background in Asian financial services / green finance to support the development of a landscape analysis of Indonesia’s climate financing landscape. The objective of the consultancy is to assess the current financing mechanisms for gender-responsive climate solutions available to financial services providers in Indonesia and identify opportunities for Women's World Banking to improve access to finance for financial services providers through a focused, gender-responsive climate financing fund, focused on Indonesia.
Roles and Responsibilities
Scope of Work:
- Assessment of financing mechanisms: Assess the public and private financing landscape around gender-responsive climate adaptation and resilience financing in Indonesia. Identify relevant factors and approaches that have led to positive outcomes.
- Assessment of market gap: Articulate the financial products and services that Indonesian women-led micro enterprises need to adapt to climate shocks. Outline gaps between these needs and what financial services providers are currently offering.
- Assessment of challenges and barriers: Identify key barriers and challenges for scaling gender-responsive climate finance in Indonesia, particularly with regard to the ability of financial services providers to access and use these funds.
- Recommendations: Articulate if/why existing solutions are inadequate to address the climate reliance needs of women-led MSEs. Identify existing gaps (if any) and opportunities in the gender-responsive climate financing landscape in Indonesia that a potential fund set up by Women’s World Banking could address. Summarize (a) investment prioritization, (b) risks, and (c) regulatory considerations for the fund.
Approach:
Secondary desktop research review to synthesize relevant climate finance related literature from Indonesia, followed by primary research through interviews with investors, financial services providers, industry experts, and other relevant in-country stakeholders.
Deliverables:
- A comprehensive report detailing the findings and analyses (approximately 20-40 pages)
- A PowerPoint presentation to stakeholders (Women's World Banking and project funders) summarizing key insights and recommendations
Preferred Qualifications
- Significant experience working on climate finance and climate finance mobilization for adaptation, preferably in Indonesia
- General understanding of the key drivers of women’s financial inclusion in Indonesia: use cases, key financial products, understanding of agent banking.
- Strong understanding of debt and equity capital markets, commercial banking as well as multilateral / development funding. 7-10 years’ experience in financial services preferred.
- Previous project / financing experience with international development organizations preferred.
- Experience working in Southeast Asia, preferably in Indonesia.
- Open to applications from firms or multiple consultants working as a team to cover all aspects required (gender, financial services, climate finance) to complete the assessment.
