We are looking for a Behavioral Health High Acuity Advisor for the Systems of Care (SOC) Section in the Behavioral Health Systems Division of the Behavioral Health Initiatives & Coverage Office (BHIC)!

BHIC is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of HCPF to improve access to cost-effective, quality health care services for Coloradans.

The SOC Section of the Behavioral Health Systems Division in BHIC was created to support the needs of multi-system involved children and youth with high levels of needs and leveraging the division’s population health lens toward creating a whole person care approach to children and their families.

This position can work fully remotely from anywhere in the State of Colorado.

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description Of Job

WHAT YOU'LL BE DOING AS BEHAVIORAL HEALTH HIGH ACUITY ADVISOR:

  • As Staff Authority, leads and provides policy reviews and data analytics for the Medicaid behavioral health System of Care pathway and program.
  • Designs processes and standards that are mission critical and directly impact the agency’s ongoing Medicaid behavioral health System of Care for children and youth
  • Serves as HCPF’s expert and highest level resources regarding the behavioral health system of care pathway for children and youth.
  • Provides Children and Youth behavioral health quality oversight of the Medicaid Behavioral Health System of Care.
  • Provides expertise in the Behavioral Health Managed Care Regulations, State Plan and federal regulatory authorities to effectively guide and inform leadership on the needs of Child & Youth Behavioral Health System of Care.
  • Oversees and reviews the System of Care Pathway to Care.
  • Ensures the approach to the Medicaid System of Care is in alignment with behavioral health regulations and policy.
  • Defines a process to work directly with Regional Accountable Entities (RAEs)/ Community Service Agencies (CSAs) and/or internal HCPF programs to monitor quality and outcomes of the behavioral health System of Care
  • As Staff Authority, leads communication and collaboration efforts with the RAEs regarding the Medicaid System of Care and the Child & Youth System of Care Manager at the RAE as outlined in RAE contract

Minimum Qualifications

There are two ways to qualify for this position:

Option 1

Experience Only:

Seven (7) Total Years Of Professional Experience In

  • Child and youth complex and/or co-occurring high acuity behavioral health
  • Managed care policy and process design, and/or
  • Clinical behavioral health assessments.

Option 2

Education and Experience:

Bachelor's degree from an accredited institution in social work, professional counseling, or psychology

AND

Three (3) Years Of Professional Experience In

  • Child and youth complex and/or co-occurring high acuity behavioral health
  • Managed care policy and process design, and/or
  • Clinical behavioral health assessments.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications

  • Previous relevant professional state experience
  • Masters or more advanced degree in with clinical licensure in Social Work, Professional Counseling, Psychology, Marriage and Family Therapy
  • Professional experience:
    • Navigating complex behavioral health systems in Colorado, including various potential funding streams within the Department, CDHS, BHA and other agencies.
    • Meeting facilitation and communications skills with the ability to maintain effective relationships and partnerships.
    • Completing clinical work in high acuity children and youth behavioral health, and service and treatment planning. Familiarity with the Child and Adolescent Needs and Strengths (CANS) tool is a plus.
    • Working in managed care policy, data analytics, and process design.
DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
