The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is eligible for fully remote work once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.
Here’s what you will do:
As an Education and Engagement Coordinator, you will increase public awareness of the division’s role in the regulation of insurance, financial services the mortgage industry, and the protection of consumers. Duties include:
Responding to public requests for consumer information on the various programs the division regulates
Traveling throughout Oregon to provide insurance and financial education outreach using multiple resources including public speaking engagements, distribution of informational pamphlets and brochures, telecommunications, educational resources and the public media
Planning and organizing workshops and conferences about agency programs
Arranging for training to assist local agencies in starting a program
Collecting information about current trends (such as insurer business practices, fraudulent investments, identity theft and foreclosure scams) that may be helpful in protecting the public
Developing and maintaining a data bank of consumer education publications and materials, media resources, lists of contact persons and the names of public members or groups who have requested a presentation or materials for their membership

Strong skills in organization and working independently
Experience working cooperatively and effectively with diverse public and private groups
Experience in dealing with radio, television and print journalists
Good written communication skills
Speaking experience with diverse public groups
Experience planning and organizing events
Experience in understanding and negotiating contracts with vendors
Preference may be given to candidates who can speak languages other than English
Preference may be given to people with experience in public relations and marketing

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
