Job description

The Vice President of Programs and Partnerships’ role is to develop and adhere to a strategic plan to procure funds, resources, and new relationships while creating and driving innovative and impactful programs.

This position will have oversight and responsibility for creating, operationalizing, managing ongoing programs, while also managing the partnerships team to continue to find the funds through proposals to institutional funding, to fuel CORE’s mission – to help as many people as equitably, rapidly, and efficiently as we can.

This position will create programs and activities while ensuring the organization operates within the board-approved budget; and cultivate partnerships across CORE’s various existing stakeholders, including Community Partners, Government and Multilateral Partners, while supporting the VP of Development and team to cultivate Corporate, Foundation, HNWI, and general public support and partners.

The position will be a part of the C-Suite team that drives the overall strategy for the organization and represents CORE on a local, regional, national, and international basis. With a program portfolio across the continental U.S., as well as international programs in Haiti, Sudan and Ukraine, and a global workforce of over 300 staff, the VP of Programs and Partnerships will initially develop deep knowledge of each project, program operations, and business plan, and will focus on the following three areas: program leadership and management, funding partnership relationships, and working closely with the CEO, the VP of Development, VP of Communications, and VP of Technical Support and Response on knowledge management.

CORE views our emergency relief and longer-term recovery and reconstruction programming through the same integrated lens. CORE’s VP of Programs and Partnerships needs to be effective working in diverse contexts, able to respond with urgency and move quickly to provide immediate relief while also looking to find and make investments that have positive, deep, and long-term impact. They will need to be able to analyze complex contexts, support CORE to get on the ground quickly, then iterate for deeper, longer-term impact. Most importantly, this position requires a high EQ and a strong team builder. CORE’s ethos values servant leadership styles, and problem solvers.

Main Responsibilities

  • The VP of P&P will be managing an overall global team of 19, with 4 people reporting in directly to this position.

Overview

This position will work collaboratively with a global Programs and Partnerships Senior Management Team to integrate program activities and functions. The VP will enhance, and implement organizational vision as established in CORE’s Strategic Plan. This includes but is not limited to:

  • Driving vision and guidance on program continuation and/or expansion.
  • Demonstrating consistent quality of finance and administration, fundraising, communications and systems trouble shooting to support programs in the field.
  • Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance.
  • Work with staff to develop systems to ensure consistent, high-quality project management.
  • Provide leadership in the development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational growth.
  • Manage the burn rate and financials of programs with the Senior Manager of Grants and Contracts.
  • Manage reporting with donors, and administrative and operational integrity of each program.

Resource Development with Institutional Donors

  • The VP will work with CEO, the Development and Communications teams to develop and execute the organization’s annual fundraising plan which includes three elements: 1) general public fundraising campaigns, 2) competitive bids portfolio with institutional, government donors, 3) and corporate and foundation partnerships. This position is responsible for #2 – institutional and governmental donors and relationship cultivation.
  • This position will provide vision and leadership for the proposal process, which is focused on institutional business development, including ensuring strong collaboration with area program teams and CORE’s technical experts on capture and planning, positioning, donor relations, and program and proposal development with new and existing institutional donors.
  • This position will lead strategy and development with Directors in field programs to support development activities regionally. This role will also collaborate with internal teams to craft partnership resources that may include funding resources, educational guides, presentations, proposals, and partner recognition materials including: CORE collateral, annual impact report, website, and presentations.
  • This position will collaborate with the Communications team to create partnership-focused content for newsletters, social media, and other relevant content platforms - in particular capacity statements and one sheeters to inform donors, partners, and the general public.
  • This position will work closely with the CEO to build relationships with institutional donors through learning events, meetings and outreach in-country and in home offices (HQs). This requires collaborating closely with the MEAL team and VP of Technical Support to create systems, processes, and tools to better support the facilitation, collection, and sharing of knowledge generated by the programs.

Programmatic Management and Excellence

  • Systems Building
  • This position will push innovative pilots and programming where possible, and document, and share for the broader national and international community (in coordination with the VP of Technical Support, VP of Comms).
  • The VP of P&P will provide the guidance, support to the program leads to trouble shoot and to problem solve issues that come up. This role will also help the program leads to creatively plan and strategize programming to build on existing successes, while identifying and landscaping funding.
  • This position will ensure regularized monthly processes are created and maintained to oversee program quality and implementation, on time, on budget, and on impact. This includes but is not restricted to creating and managing systems that oversee program pipelines and targets for the year for fundraising.

Qualifications

  • Minimum Education: Bachelor’s and/or Master’s degree in International Development, Social Sciences, Public Health, Public Affairs, business administration, business development, nonprofit management and development, client service, account management or related field.

Experience

  • 10 years of relevant experience in a nonprofit development and program role or for-profit client service/account management role
  • Experience in business development and proposal management for major institutional donors (U.S. Government agencies, EU agencies, UN agencies, etc.)Experience overseeing federal and multilateral grants and contracts (USAID, UN agencies, HHS, EPA, Departments of Health, etc.)
  • Experience collaborating with teams to build and execute strategic plans.
  • Experience supporting the development of marketing and communications materials
  • Experience leading a remote team and working closely with executive management.
  • Experience using CRM systems for partnership management, cultivation, and engagement.
  • Experience developing and executing impact measurement strategies.

Skills And Competencies

  • Must be able to read, write and communicate effectively in English. Proficiency in additional languages spoken by CORE international teams (Arabic, French, Haitian Creole, Ukrainian, Spanish or Portuguese) is a plus.
  • Ability to use sound reasoning and judgment to resolve issues.
  • Ability to build and maintain strong relationships at all levels of the organization.

$165,000 - $190,000 a year

In accordance with law, the expected pay range for this position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.
