Founded in 2007, Initiate Government Solutions (IGS) a Woman Owned Small Business, specializes in healthcare information solutions with an emphasis on technology spectrum. IGS partners with government and commercial clients to tackle the most challenging healthcare information technology issues including large scale implementations, business informatics, analytics, and electronic health record support.


IGS is currently recruiting for a remote Quality Assurance Team Lead to support our work with the Indian Health Service (IHS).


Assignment of Work and Travel:

This is a remote access assignment. Candidates will work remotely daily and will remotely access IHS systems and therein use approved IHS provided communications systems. Travel is not required; however, the candidate may be required to attend onsite client meetings as requested in Rockville, MD.


Description:

In support of the Resource and Patient Management System (RPMS) Quality Assurance and Customer Support Services Project, the Quality Assurance Team Lead will provide leadership and management for software quality assurance and quality control (QA/QC) tasks that are being performed by the contractor.


Responsibilities and Duties (Included but not limited to):

  • Provide leadership and management for software QA/QC tasks that are being performed by the team.
  • Responsible for establishing and maintaining processes for evaluating software, associated documentation and software release management.
  • Determine the resources required for QA/QC
  • Maintain a high level of quality throughout the software development life cycle.
  • Conduct reviews at pre- determined points throughout the development life cycle
  • Provide reports related to QA/QC which include, but not limited to alpha/beta testing, patch installation status, and nationally released software.
  • Maintain and update QA/QC and release management procedures.
  • Provide milestone status reports and updates on the progress of QA/QC activities to the federal lead in meetings and other communications, and when requested to project teams.
  • Manage software release activities including, but not limited to software release announcement, software distribution to stakeholders, updating software and documentation distribution site(s), and coordination with other release teams (national and FOIA)
  • Conduct FOIA release activities which include updating FOIA database with software releases, tracking FOIA release requests and updating FOIA procedures as needed.
  • Experience leading a highly productive team with an average of up to 3-5 releases daily. 
  • Ability to lean in and help team members as well as multi-task to stay on target with deliverables.
  • Make recommendations, if needed, for major system installations and processes.
  • Coordinating with the Project Manager and/or stakeholders to ensure that the software submitted to the team is defect-free and in compliance with industry and programming standards.
  • Testing software and reporting defects to ensure software functions as expected based on requirements, design, and the end-user’s satisfaction.
  • Supporting cross-functional team efforts related to software training, user support, and documentation.
  • Making recommendations and documenting process improvements for quality assurance
  • Preparing milestone status reports and deliverables/presentations on quality assurance processes, procedures, and policies to colleagues, subordinates, and customer representatives 
Requirements
  • Bachelor’s Degree or higher in a business or technical discipline with a minimum of 5 years of experience as a QA Team Lead
  • Previous experience as a QA Team Lead in a government setting preferred (VA, IHS, DoD, or military branch)
  • Experience reviewing business requirements, functional and technical specifications with a team and or QA Team Lead to learn the functionality and process of the software.
  • Experience with developing test plans, test cases, and defect tracking and reporting
  • Knowledge and experience working in Healthcare IT industry.
  • Experience with software testing tools such as Visual Studio Team System (VSTS), TFS, JIRA, or similar software development collaboration tools
  • High proficiency with MS office applications: Word, Excel, Access, PowerPoint, Outlook, SharePoint
  • Excellent oral and written communication skills
  • Demonstrated experience in large scale stakeholder management and coordination.
  • Excellent knowledge of software development and user interface web applications
  • Excellent knowledge and experience working with the following languages and technologies: Java, JavaScript, Java Beans, JSP, JMS, J2EE, Spring, Hibernate, CSS, DHTML, HTML, XML
  • Excellent knowledge of architecture styles/APIs (SOAP, REST, RPC)
  • Experience in troubleshooting with Windows, VMware, and UNIX operating environments
  • Experience with Intersystem Cache/Ensemble
  • Excellent analytical and organization skills
  • An ability to understand front-end users’ requirements and a problem-solving attitude.
  • Excellent verbal and written communication skills
  • Ability to obtain and maintain an IHS Public Trust
  • Candidates must be local to the Washington DC Metro area or an HHS HQ location 

Preferred Qualifications and Core Competencies:

  • Experience with EHRs, IHS RPMS, VA VistA, or DoD CHCS is highly desirable.
  • Experience with M/Mumps, Cache, Ensemble is highly desirable.
  • Working knowledge in database management
  • Experience with basic System Administration in Windows and UNIX environments
  • Excellent Excel spreadsheet knowledge with the ability to improve reporting processes.
  • Experience with implementing automated test tools and strategies.
  • Has high standards, results oriented, and a commitment to delivering high quality software on time.
  • Active IHS Public Trust
  • Excellent verbal and written communication skills
  • Prior, successful experience working in a remote environment.
