Plains All American is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). We own an extensive network of pipeline transportation, terminalling, storage and gathering assets in key crude oil and NGL producing basins and transportation corridors and at major market hubs in the United States and Canada. On average, Plains handles more than 6 million barrels per day of crude oil and NGL in its Transportation segment. The company is headquartered in Houston, Texas.

This position leads the development, implementation, administration, and continuous improvement of multiple tools, processes, and programs related to tank and facility integrity. Primary duties will be in the areas of program development, technical support, and program assurance.  

The Asset Integrity group works collaboratively across multiple organizations and assets located throughout the United States and Canada. This group also serves as an interface with regulatory agencies and industry groups including but not limited to: DOT/PHMSA - Office of Pipeline Safety, Texas Railroad Commission, American Petroleum Institute, Association of Oil Pipelines, and Pipeline Research Council International.

Additionally, this position comes with the option of a hybrid work schedule, combining working in our Houston office with working remotely. Parking is provided in our downtown Houston #Plains office.

Job Responsibilities:

  • Integrity Management Governance

    • Define and lead the development of the Company’s Integrity governance, with a focus on Tanks and Facilities.

    • Ensure compliance with industry regulations and standards including 49 CFR 195, CSA Z662 and API 653.

    • Train and work with Regional Integrity and Operations personnel to implement programs.

    • Monitor industry trends, and emerging standards and regulations and adjust programs as needed.

    • Maintain clear and concise documentation to support above.

    • Leads IMP external audits, identifies gaps, and implements action plans for closure.

  • Subject Matter Expertise Support

    • Act as company subject matter expert for tanks and facilities.

    • Work across departments to lead emphasis projects to address specific tank and facility integrity challenges.

    • Provide tank and facility expertise to guide decisions across organization.

    • Participates in industry organizations and committees as assigned. Leads delivery of information and influences committee missions and lessons learned for industry improvements.

  • Program Assurance

    • Manages and continually improves assurance activities to ensure program effectiveness.

    • Manages annual program performance reviews with senior leadership.

    • Identifies positive and negative trends in business operation over time to create a compelling case for overall process improvement.

Knowledge, Skills, and Experience Required:

  • Bachelor’s degree in engineering required; Civil, Chemical or Mechanical Engineering preferred.

  • A minimum of 10 years of related experience in the following areas strongly preferred: 

    • Interpretation of DOT/PHMSA regulations and standards.

    • Inspection/testing, maintenance of tank(s) and facility equipment

    • Tank and piping repair determination and design

    • Tank, Facility design/installation/fabrication

  • Strong written and verbal communication skills with ability to present at executive level.

  • Strong collaborator. Works effectively and cooperatively with other departments within the company, including Pipeline Operations, Pipeline Control, and Commercial. Actively shares knowledge and skills with others.

  • Demonstrated ability to work independently with minimum supervision. Initiative-taker and proactive with strong organizational skills. Must be able to manage multiple assignments simultaneously, set realistic goals, and complete commitment on schedule.

  • Cleared criminal history (background) and satisfactory reference checks

  • Compliance with the Company’s drug and alcohol policy including pre-employment D&A testing.
