SierTeK Ltd. is seeking a part-time Senior Procurement Management SME to support an opportunity remotely.

POSITION OVERVIEW SECTION

The employee shall aid in research for the Airman Systems Directorate, Airman Biosciences Division 711 HPW/RHB, Biomedical Impact of Flight Branch (RHBF). The Airman Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The division’s branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight. The research supports Air Force Medical Service research interests by creating high-performance, integrated systems for individualized, operations-enhancing health readiness. The employee shall provide direct support to the Defense Health Program (DHP) Medical Human Performance (HP) Program, Product Line Lead and Lead Program Manager to include the R&D Support Programs personnel and laboratories that carryout the medical HP research mission.  The employee assistance under this Advisory and Assistance Services task order shall be for use by 711HPW at Wright-Patterson Air Force Base, Ohio.  The employee shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.  Performance shall be according to the requirements contained in this Performance Work Statement (PWS) and contractor employee(s) shall be Subject Matter Experts (SME).  

Essential Job Functions

  • Exhibit excellent organizational, management, and communications skills while performing the tasks within this PWS.
  • Demonstrate strong proficiency in Microsoft software programs to include: Word, Outlook, PowerPoint, and Excel spreadsheets to support the development of electronic products required for portfolio contracts management oversight, collecting contract performance parameters, incremental funding status, and deliverables. Support project reporting and deliverables to Division, Wing officials, and identified program/project stakeholders both ad hoc weekly and other formal program reviews.
  • Have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information.  The NDA shall be provided to the Government Program Manager by start of performance.
  • Logged into AF Teams during their work hours when practicable and display an accurate status indicator while logged in.
  • Provide acquisition / procurement expertise to support operations within the medical funded Human Performance Research portfolio, while applying DoD acquisition policy and principles to guide and execute program/project through the AFRL project life cycle.  
  • Conduct all necessary contracting activities required to support project contract awards within the portfolio.  This shall include but is not limited to preparing supporting documents for Request for Proposal release, technical evaluations, and ensuring the necessary controls are in place to monitor the contract once awarded.  
  • Demonstrate capability to collect, analyze and appraise acquisition data required to draw conclusions and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • Employ the skillset to support the management and monitoring of multiple contracts to include tracking of Contract Data Requirements List (CDRL) deliverables across multiple contracts. Analyzing contractor reported data to support program reviews, highlight areas of concern/ issues, and document performance.
  • Work with a team of finance, contracting, business analyst, scientists, engineers, clinicians, research assistants, and other support contractors to collect and analyze project data relevant to support program execution, assessment, and reporting.
  • Ensure discovered contract reporting issues are clearly defined, and the necessary corrective actions are implemented in a timely manner and/or risk a mitigation measure is in-place to support research project(s) execution.    
Qualifications

Minimum Position Requirements

  • Possess a minimum of a Bachelor’s degree in: business systems, finance, project management, systems engineering, computer engineering, information systems, or computer science.
  • Possess one of the following minimum training requirements:
    •  DAWIA career field certification (APDP Level I or higher) in Contracting (CON)
    •  Program Management (PM).  
  • At least 5 years of demonstrated work experience as a DoD contracting support and/or program management in a Department of Defense (DoD) work environment.  
  • Experience and ability to research the FAR; and have an understanding of contract fiscal restrictions/regulations and various types of contract vehicles.

Highly Desired Qualifications

  • Master’s degree in business administration/management, finance, project management, systems engineering, computer engineering, information systems, and/or computer science.
  • Demonstrated experience working in a STEM (science, technology, engineering, and math) work environment.
