Job Description

This position is located in the Administrative Services Division in the Business Analytics, Records, and Training Section in Oklahoma City.

Office Schedule

This position is an office position with no remote work available.  Work must be completed in an office setting at our central office in Oklahoma City. The work schedule is Monday – Friday, 8:00 am -4:30 pm.  

Basic Purpose

The Business Analyst processes, interprets, and documents business processes, products, services, and software through analysis of data. The role of a business analyst is to ensure business efficiency increases through their knowledge of both IT and business function.

Typical Functions
  • Works in Administrative Services to coordinate Accounts Receivable, Billing, and OnBase initiatives to meet documented expectations. Could expand to other programs or systems in the future.

  • Identify and communicate effectively with key stakeholders

  • Analyze business processes and the business systems that drive them

  • Identify risks and inefficiencies in business processes and recommend technology-based solutions

  • Develop and maintain system documentation

  • Works closely with assigned business unit team(s) to elicit, translate and distill business vision into clear business requirements. Compiles information in a format meaningful to both the business stakeholders and software developers.

  • Builds requirements and specifications for new functionality and enhancements as well as helps to develop new ideas based on relevant industry experience.

  • Recommends/facilitates/collaborates on selection of technology solutions and options

  • Schedules and/or participates in the organization and leadership of project related meetings and work groups. Sets agendas in advance, identifies action items, and compiles and distributes meeting recaps.

  • Prepares for and facilitates standing projects status meetings with assigned Agency Divisions.

  • Serves dual role of Project Manager & Business Analyst for projects of appropriate size/scope.

  • Contributes to testing by creating test scripts, coordinating/facilitating User Acceptance Testing and assisting with Regression Testing.

  • Owns or assists with preparation of a variety of project-associated documentation (including training materials, process mapping, and user manuals).

  • Owns/manages User Acceptance Testing including creation of test scripts.

  • Supplements functional, regression and system testing as determined by project team.

  • Owns full test cycle on small projects.

  • Builds proficiency in the application(s) that support assigned Agency Divisions.

  • Knowledge of organizational functions, methods and techniques of public administration, process improvement, Lean, and change management principles.

  • Ability to solve complex problems of the organization and prepare cost benefit analysis.

  • Ensures any vendor we are working with follows DEQ rules, statutes, and processes

  • Ensures any vendor we are working with on projects delivers on time.

  • Validates documents for any vendor we are working with when they submit them to DEQ.

  • Ensures information gathered by vendor is correct and up to date.

  • Must be able to take in information and follow up on any issues or inconsistencies found.

Education and Experience

Level I - Education and Experience requirements at this level consist of a bachelor’s degree and one (1) year of experience as a Business Analyst related to projects or an equivalent combination of education and experience substituting one (1) year of experience as a Business Analyst for each year of the required degree.

 Level II - Education and Experience requirements at this level consist of a bachelor’s degree and three (3) years of experience as a Business Analyst related to projects or an equivalent combination of education and experience substituting one (1) year of experience as a Business Analyst for each year of the required degree.

Physical Requirements

Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.

  • Knowledge and utilization of PeopleSoft financial modules and/or OnBase or SalesForce.
