SEER-H PRODUCT SPECIALIST AND SENIOR COST ANALYST

Role and Responsibilities

The SEER-H Product Specialist and Senior Cost Analyst will support Galorath with a broad range of program, acquisition, and financial support capabilities, execute effective and responsive integrated program management of research, development, production, and lifecycle acquisition activities.

Description of Duties:

  • Provide a broad range of SEER-H product support and cost estimating support. This includes cost estimate development for a portfolio of programs across all phases of the acquisition lifecycle (including software cost estimating). Responsibilities also include support in the preparation of program cost analysis requirements document preparation and evaluation, historical data cost analysis, market surveys, economic analyses, cost policy reviews, Total Ownership Cost analyses, and Life Cycle Cost (LCC) evaluations.
  • Analysis, support of contractors’ SEER-H, cost data and cost estimates, including Engineering Change Proposals, Work Breakdown Structure (WBS) and Basis of Estimates to ensure consistency with Government accepted cost estimating procedures is also required.
  • This position requires support in the development and modification of program WBS and verification of compliance with current requirements.
  • Apply program management and systems engineering experience to develop solutions for our customer’s most challenging issues.
  • Develop strategic briefings and reports that summarize technical and programmatic issues, financial constraints, and accomplishments.
  • Manage information requests, inquiries, and tasks through completion.
  • Perform research and analysis that summarize relevant issues, incorporate policy and guidance, addresses government, industry, and international partner perspectives to provide recommendations and/or potential courses of action.

 

Qualifications and Education Requirements

  • At a minimum has bachelor’s degree (or higher in finance, mathematics, statistics, economics, engineering, computer science or a comparable STEM degree.)
  • US Citizen with ability to obtain a DoD Secret clearance required.
  • A minimum of 15 years of experience supporting federal government programs.
  • A minimum of 10 years proficiency with cost model SEER-H, MS Office, PRICE & SMC/Industry standard models. 
  • Proficient with ACEIT. Able to evaluate requirements and generate CERs.
  • Proficient with PowerPoint. Able to generate artifacts from multiple sources (requirements, cost models, etc.) for presentation to government customers.
  • Proficient with Excel (formulas, VLOOKUP, etc.). Able to manipulate data for analysis and presentation to government customers.
  • Demonstrated expertise in complex information technologies, simulations, models, operations, and research tools.
  • Demonstrated expertise in advising decision makers on significant issues related to cost.
  • Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.
  • Possess analytical, assertive, creative, and effective problem-solving skills.
  • Possess excellent communication skills, both written and verbal.
  • Demonstrated capability to work independently to resolve complex issues.
  • Experience supporting government cost estimation and acquisition programs, Previous experience providing independent cost assessments.
