IT Concepts, Inc. (ITC) is seeking an experienced Quality Assurance Manager to support our VA-ESOM- End Point Support and Operations Monitoring contract across the United States.

The Quality Assurance Manager must have experience in creating and implementing a detailed plan to ensure overall quality of all IT products, services and systems. They must have experience in resolving all project or program release problems and take corrective action, escalating as needed, to resolve and achieve results. They must also have experience in assuring the viability, functionality and effectiveness of essential tools.

Responsibilities:

  • Work with the team to ensure augmentation, scheduling, testing, and implementation of changes to the environments, including hardware, software, and network modifications, are in accordance with VA’s change control process.
  • Work with the team to install and monitor VA’s existing system configuration tools to perform configuration assessment and change auditing and address regulatory and security-compliance issues.
  • Provide technical evaluation of systems and provide alternative solutions to current or newly requested processing requirements. Evaluation shall include options and advice for migration among Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS) to determine optimal solutions for VA applications.
  • Perform gap analyses and technical assessments to identify system vulnerabilities and inefficiencies.
  • Propose solutions to improve system reliability and performance.
  • Assist with conducting regular compliance audits and quality assurance tests across all systems to ensure adherence to national and international standards, VA policies, and industry best practices, which includes the development of comprehensive test plans that cover functional, performance, security, and compliance testing.
  • Assist in the implementation of a continuous improvement protocol to address any findings from these audits and tests promptly, ensuring that all systems remain compliant and function optimally.
  • Deliver Semi-annual Compliance Review Report that outlines the testing methodologies used, the results of the tests conducted, any non-compliance issues identified, and the corrective actions taken during the year. The report shall also include recommendations for enhancing the testing protocols and compliance measures based on the latest industry trends and regulatory changes.

  • Bachelor's degree in computer science, electronics engineering or other engineering or technical discipline
  • 10 years of relevant Experience
  • 8 years of additional relevant experience may be substituted for education
  • Knowledge of migration among Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS)

Clearance requirement

  • US Citizen or Green card holder
  • Willing and able to get a Public Trust Suitability clearance
