Overview:

SENIOR PROGRAM MANAGMENT ANALYST/SAFe SCRUM MASTER (PMW220)

 

Bowhead is seeking a Senior Program Management Analyst/SAFe Scrum Master to provide consultative support to our senior PEO MLB leadership at the Washington Navy Yard in Washinton, D.C. for the Navy ERP+ program by leading daily standups for the solutions team. This position can be remote.

Responsibilities:

Essential duties include:

  • Lead daily scrum calls with Solutions/Technical Team.
  • Assist product owner in ensuring tasks and deliverables are clearly defined.
  • Arrange daily stand-up meetings, facilitate meetings, schedule meetings, demo and decision-making processes in order to ensure quick inspection and proper use of adaptation process.
  • Serve as an agile champion for the PMO.
  • Advocate an agile culture; set up and organize communities that bring agile workflow into the program office.
  • Provide knowledge transfer training to key government leaders.
  • Mentor and collaborate with existing scrum teams, and deliver training classes for product owners, developers and testers as needed.
  • Support the end-to-end delivery of complex system solutions, establishing and removing project constraints and handling scope in collaboration with product owners.
  • Assist the Government with the preparation of documents and briefs to aid in developing an agile centric culture.
  • Interact and negotiate with senior stakeholders on deliverables in support of project completion.
  • Identify risks associated with dependencies and clearly communicate these risks to PMO leadership.
  • Participate in an advisory role in Program Office planning meetings and strategy sessions; provide documentation as tasked. Provide strategic planning, analysis and advisory assistance to the organization in decision-making processes.
Qualifications:
  • Minimum must have a BA/BS/MS degree, with preference in IT.
  • Ten (10+) or more years of professional experience.
  • Five (5+) or more years of Agile experience in large organizations with multiple, disconnected groups throughout the organizations.
  • SAFe Scrum master certified.
  • Experience with Scaled Agile Framework (SAFe) – SAFe certification desired.
  • Prefer recent experience (within past 5 years) working on Navy / DoD ERP projects.
  • Experience leading organizational change and managing change projects.
  • Desire change management certification.
  • Desire BS/MS degree.
  • Experience in the DoD requirements definition process.
  • Experience in IT project management framework and the ability to implement them.
  • Experience with DEVSECOPS.
  • Ability to interact and negotiate with senior stakeholders on deliverables in support of project completion.
  • Experience applying data management, data analysis, and data visualization.
  • Experience in developing and delivering briefings to all levels of Government leadership.
  • Experience supporting management consultation support in acquisition community within Navy or DoD environments.
  • Ability to interact and negotiate with senior stakeholders on deliverables in support of project completion.
    Proficient in Microsoft applications such as Word, PowerPoint, and Outlook
  • Excellent verbal and written skills.
  • Excellent critical thinking skills.
  • Ability to work independently and as a team member.
  • Experience in developing and delivering briefings to all levels of Government leadership.

Physical Demands:

  • Must be able to lift up to 5 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIRED: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
