TAP-EDM Description:
The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 80-100 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights, and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.
TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.

About the work
In 2022, the Ministry of Family, Women, Children and the Elderly and the Ministry of the Environment combined their efforts to draw up a National Action Plan on Women and Climate Change. The Action Plan on Women and Climate Change aims to combat all the cross-cutting dimensions of discrimination against men and women, considering their social diversity. The plan thus reflects a holistic approach to the principle of women's economic and climate empowerment. The Centre de recherches, d'études, de documentation, et d'information sur la femme (CREDIF) is a structure that strives to bring about change, not only by strengthening women's individual capacities, but also through its awareness-raising and advocacy campaigns, and works as a structure under the supervision of the Tunisian Ministry of the Family, women and the elderly, to remove structural barriers in order to change norms, policies and social and cultural relations in a way that enables women and men to assume new roles and collaborate together to promote the mutual inclusion of efforts and knowledge in the face of climate change.
The Technical Assistance Initiative (TAI) aims to support, build capacity, and equip CREDIF to implement and adopt new strategies, approaches and procedures that take environmental and ecological issues into account in its work plan, so that they can be incorporated into the strategic thrusts of the national development plan. The IAT aims to provide CREDIF with the support it needs to help women become even more influential figures in their field, capable of bringing about the changes required at local level to build more inclusive and environmentally-friendly communities/cities, with a focus on the issue of water scarcity and women's vulnerability to climate change.
The Role
In this context, the expert will:
- Develop a capacity-building plan on comparative methods and approaches to gender and climate change.
- Identify the main areas/themes to be addressed in capacity-building on gender and climate change, including water scarcity and women’s vulnerability to climate change.
- Developed a training guide on the identified themes and on good practices to adopt and adapt to climate change and practical ways to act.
- Deliver 2 train-the-trainer (ToT) sessions (3-4 days) on the modules designed.
- Develop the agenda and accompany the CREDIF team on a technical study trip to Canada.
- Develop a detailed work plan, and prepare technical documents, training materials, meeting materials, progress reports and a final report.
- Promote the PAT-MDE project and share experience with assigned Alinea International staff through public engagement activities, before, during and after the TAI.
Required Qualifications:
- University degree in social science, political science, environmental science, public administration, or another relevant field.
- Demonstrated experience in gender equality and climate change, including public/international environmental policy.
- Demonstrated experience in training, coaching and pedagogy.
- Strong mentoring skills.
- Ability to work respectfully and effectively in a multicultural and multidisciplinary environment.
- Excellent oral and written communication skills in French. Fluency in Arabic would be an asset.
- Previous experience in Tunisia and/or the Maghreb would be an asset.
