Initiative Name “Strengthening of the technical and institutional capacities of the Centre of Excellence for Gender Responsive Budgeting (CE-BSG) of Morocco, in the application of gender budget impact analysis tools, and in the monitoring of public expenditure for gender equality” under the Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM)

Remuneration Fees are subject to negotiation and shall not exceed established market rates.

Language Requirements French. Arabic is a strong asset.

TAP-EDM Description:

The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 80-100 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights, and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.


TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.


About the work

This announcement aims to respond to needs identified as part of an initiative to strengthen the skills of the Centre of Excellence for Gender Responsive Budgeting (CE-BSG) of the Moroccan Ministry of Finance in the areas of gender responsive budget marking and gender responsive budget impact analysis.


The Role

In this context, the expert will:

• Examine the approach and tools used by Moroccan partners in terms of tagging and gender impact analysis of public spending.

• Support the implementation of the gender budget tagging methodology in ministerial departments.

• Facilitate information or training sessions on the above deliverables.

• Develop an e-learning module on gender budget tagging.

• Carry out sectoral gender analyses

• Assess the impact of gender mainstreaming in the Moroccan budget process on the evolution of a program's results chain and its impact on target populations in terms of reducing gender inequalities.

• Organize and participate in a technical visit to Canada to promote a dialogue between Canada and Morocco on gender budgeting, its legal and institutional anchoring and its governance modalities.

• Develop a detailed work plan, and prepare technical documents, training materials, meeting materials, progress reports and a final report.

• Promote the TAP-EDM project and share experience with assigned Alinea International staff through public engagement activities, before, during and after the TAI.


Required Qualifications:

• University education in public finance, economics and management, social sciences, public administration or other relevant fields.

• Demonstrated experience in capacity building in the field of gender equality, with recent experience in gender budgeting, gender budget tagging, public policy evaluation and impact assessment of social and environmental issues.

• Good knowledge of gender budgeting plus (GBA+)

• Demonstrated experience in public finance, budget programming, gender budgeting, gender strategy planning, public policy evaluation, and impact assessment

• Strong mentoring and coaching skills.

• Ability to work respectfully and effectively in a multicultural and multidisciplinary environment.

• Excellent oral and written communication skills in French. Fluency in Arabic would be an asset.

• Previous experience in Morocco and/or the Maghreb would be an asset.
