Description

 

The primary function of the Sustainability Program Manager Subject Matter Expert (SME) is to support the DHA Sustainability & Environmental (S&E) Portfolio for DHA Facility Operations Branch (FOB).  DHA’s area of responsibility (AOR) includes all Army, AirForce, and Navy Medical Treatment  Facilities (MTFs) worldwide. Incumbent is typically delegated complete responsibility and  

authority to plan, schedule, and carry out training and consultation for MTFs as it pertains to DHA  Sustainability Program adhering to Administrative Instruction (AI) 4710.01 anchoring DHA’s  baseline metric in DHA Sustainability, maintaining partnership with Practice Greenhealth. 


This position is in San Antonio, TX. Work will be performed on site. This is not a remote role.  


Roles and Responsibilities:

• Plan, schedule, and carry out training and consultation for MTF’s as it pertains to the DHA  Sustainability Workshop Training, bringing additional MTF’s annually into the program to  participate in the annual Practice Greenhealth Application Award season. This is accomplished on-site with the MTF Sustainability/Green Team. 

• Maintain, plan, schedule, support, and coordinate with MTF’s already participating in the  annual Practice Greenhealth Application Awards as primary contact of support and  coordination between MTF Sustainability/Green Team and Practice Greenhealth points of  contact. The Sustainability Program SME will have to nurture ongoing relationships with all  MTF’s, encouraging and fostering MTF participation in DHA’s Sustainability Program. 

• Plan, schedule, and perform annual DHA MTF training for Practice Greenhealth Applications  in joint effort with Practice Greenhealth points of contact and accommodate both CONUS  and OCONUS MTF sites for maximum participation. 

• Plan, schedule and identify MTF’s in outlying years to participate in phased enrollment of the  DHA Sustainability Program, prepare the MTF’s for on-site Sustainability Workshops with  the intent of identified MTF’s to report the following year into the Practice Greenhealth Award  Application season. 

• Author, develop and present DHA Sustainability Program Presentation for MTF Facilities  Managers (FM) Course held quarterly and annually. The presentation will encourage participation from all FM’s, informing the FM of their roles and responsibilities to acquire MTF data and input the date into the Practice Greenhealth Application.  

• Author, develop and present DHA Sustainability Program Webinar Presentations for MTF Facilities Managers (FM) and Environmental Leads. The webinars will be held quarterly,  virtually, based on Sustainability Topics in DHA and will be focused on specific audiences. A draft and final of all training materials will be provided to the DHA S&E PM for  review/concurrence prior to each monthly training, and all training slides will be posted to a  shared web-based resource such as the Sustainability SharePoint site. 

• Author, develop and present DHA Sustainability Program Webinar Presentations for Sustainability Topics open to all DHA employees. The monthly webinars will be virtually and performed monthly. A draft and final of all training materials will be provided to the DHA S&E PM for review/concurrence prior to each monthly training, and all training slides will be posted to a shared web-based resource such as the Sustainability SharePoint site. 

• Author and develop the DHA Annual Sustainability Report to reflect the last Practice Greenhealth Award Application Season’s updated information on participating MTF’s, newly enrolled MTF’s, all information pertaining to the DHA Sustainability Program and Practice Greenhealth Applications. 

• Author, prepare and/or update the three training videos and ensure web-enabled access to the videos through a platform such as the Joint Knowledge Online (JKO) Learning Management System by all DHA MTFs. Videos are to be updated at least once a year or whenever topic areas are sufficiently out of date to warrant a revision as directed by the Sustainability PM. 

• Prepare budgetary estimates and justifications to obtain program fiscal resources. 

• Collaborates with head of other functional elements to negotiate, decide on, and/or coordinate changes affecting other activities. 

• Develops, evaluates, and implements immediate and long-range goals, objectives, plans and  

schedules to meet substantial changes in program authority and/or funding. 

• Develops, implements, evaluates, and improves processes and procedures to monitor the efficiency and productivity of the projects/programs directed.  

• Makes intensive analysis of material and develops recommendations (propose program changes, changes to regulations or other course of action) to DHA FOB leadership based on analysis. 

• Review and approve file substance of reports, decisions, and other documents to assure they accurately reflect the policies and position of the organization and the view of the DHA FOB. Responsible for use of judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by MTFs. 

• Support The Joint Commission (TJC) in performing periodic on-site surveys of the MTFs to  

assess compliance with The Joint Commission (TJC) on issues related to DHA Sustainability.  

• Develops methods to measure program accomplishments, results, and effectiveness. 

• Represents the DHA FOB at meetings, briefings, conferences, hearings, etc. with higher headquarters; officials of other Federal agencies; State, County, and local authorities and the public on matters related to engineering/facilities management. 

• Works with Federal agencies and non-federal entities to facilitate solutions as needed. Participate in multiple Community of Practice Working Groups within DHA and with other agencies to assist in projects, programs, and policy development. 

• Attends or conducts meetings, gives briefings, or makes presentations on behalf of DHA FOB. 

• Speaks with the authority of the DHA FOB on accreditation issues concerning the assigned program. 

• Performs other duties as assigned. 

• Travel required 25-50% of the time. 

Requirements

 Required Qualifications:

• Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1)  lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR  (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:  (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. 

• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 

o Professional registration or licensure - Current registration as an Engineer Intern (EI),  

Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the  

District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this 

standard, those applicants who achieved such registration by means other than written test  

(e.g., State grandfather or eminence provisions) are eligible only for positions that are  

within or closely related to the specialty field of their registration. For example, an  

applicant who attains registration through a State Board's eminence provision as a  

manufacturing engineer typically would be rated eligible only for manufacturing  

engineering positions. 

o Written Test - Evidence of having successfully passed the Fundamentals of  

Engineering (FE) examination, or any other written test required for professional  

registration, by an engineering licensure board in the various States, the District of  

Columbia, Guam, or Puerto Rico. 

o Specified academic courses - Successful completion of at least 60 semester hours of  

courses in the physical, mathematical, and engineering sciences and that included the  

courses specified in A above. The courses must be fully acceptable toward meeting the  

requirements of an engineering program. 

o Related curriculum - Successful completion of a curriculum leading to a bachelor's  

degree in an appropriate scientific field, e.g., engineering technology, industrial hygiene,  

physics, chemistry, architecture, computer science, mathematics, hydrology, or geology,  

may be accepted in lieu of a degree in engineering, provided the applicant has had at least  

1 year of professional engineering experience acquired under professional engineering  

supervision and guidance. Ordinarily there should be either an established plan of  

intensive training to develop professional engineering competence, or several years of  

prior professional engineering-type experience, e.g., in interdisciplinary positions. 

• Working knowledge of Practice Greenhealth platform and their portfolio of DHA Users and Practice Greenhealth resources used by DHA and DHA MTF’s. Thorough understanding of Practice Greenhealth Annual Awards Application, criteria required to achieve those awards for MTF Clients and DHA System. 

• Possess an active favorable NACI.

• Healthcare Facilities Management and MTF Clinical Operations experience. 

• Formal knowledge of Executive Order 14057 Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability. 

• Certified Healthcare Facility Manager (CHFM).
