Job Summary

The Corporate Capture Lead plays a pivotal role in driving growth by applying industry best practices and Westat- developed processes to target, pursue, and win new business. Requires close coordination and collaboration with practice staff who lead pursuits and corporate proposal staff who coordinate development and submission of technical and business proposals.

A hybrid work arrangement with 1-2 days on-site at a Westat office location is preferred, remote work arrangements will be considered.

Job Responsibilities

Performs a range of capture management tasks on key Westat bids that will result in the delivery of high quality, compliant, and client responsive proposals. Examples of tasks to be performed on individual proposals include:

  • Guiding capture teams and directly contributing to the process of collecting and analyzing opportunity, client, and competitor information that will then guide technical proposal and price strategies.
  • Assisting in the identification and vetting of teaming partners when needed and coordinating efforts with the Westat Small Business Liaison and practice leadership.
  • Facilitating brainstorming sessions that help in developing win themes, technical solutions, pricing strategy, competitive ghosting, etc. and helping to ensure discussions are documented for proposal development.
  • Managing tasking of capture teams and maintaining accountability for assignment completion.
  • Working with Sector and Practice leadership to prioritize capture targets and develop pipelines.

Other tasks to be performed may include contributing to overall business development and proposal efforts, including creating competitor or partner analyses, reviewing and revising templates and tools, developing new templates and tools, and developing and delivering capture trainings.

Basic Qualifications

  • Typically requires a bachelor’s degree in business or a related field and a minimum of 10 years of experience or equivalent years of relevant experience in lieu of degree, and a minimum of 8+ years of experience with a professional services or research firm that manages federal contracts and grants.
  • Demonstrated experience working with MS Office, with an emphasis on Excel and PowerPoint.

Preferred Qualifications:

  • MBA or other advanced degree
  • PMP certification and/or Shipley trained in capture and proposal management.
  • Experience with industry research tools, such as GovWin, Federal Procurement Data System (FPDS), and Bloomberg Government (Bgov)
