We are looking for a skilled and experienced Product Owner to join our team. In this role, you will play a key part in collaborating with our customers to define data product requirements, develop a product understanding related to complex data functions within the CMS 3 zone architecture delivering solutions.  Using Lean-Agile principles, the Product Owner will manage product development, Product documentation and focus on delivering continuous value through iterative build and delivery of scheduled and new data products.  supporting the Centers for Medicare and Medicaid Services (CMS)’s Federally-facilitated Marketplace Agent and Broker Program. 

Responsibilities 

  • Work closely with stakeholders, SMEs, Customer Team Leads, and collaborate with cross-functional teams to create and maintain a well-defined product roadmap that aligns with the product vision.  
  • Defining and prioritizing product features, user stories, acceptance criteria, and defects ensuring alignment with business goals and customer expectations reporting Medicare and Medicaid data. 
  • Translate business needs and strategic goals into clear business requirements written as user stories along with acceptance criteria using industry best practices. 
  • Develop the team roadmap that aligns with the product roadmap that enables delivery of product features iteratively and support the team on a regular basis  to help deliver commitments with the required technical artifacts. 
  • Sponsor of a customer-focused mindset with a deep understanding of user’s data and analytic needs.  
  • Work with development team to research data issues, implement resolutions and accept products as defined to meet customer’s vision with required data integrity and security. 
  • Work with the Scrum Master, development team, and customer organization to prioritize product features and enable regular backlog refinement and grooming to assist team in scrum/iterative planning.
  • Provide competent technical advice to management and communicate findings to clients through both oral presentations and written reports and manuscripts.
  • Plan and initiate continuous exploration to support current and new product delivery initiatives through engagement with product sponsors, SMEs, and stakeholders to extract data from external systems, conduct data analysis, and provide recommendations with Analysis of Alternatives (AoA) to meet the business need.
  • Liaison working with other product owners and scrum masters, program leadership, customers, and development teams. 
  • Demonstrate product functionality to stakeholders, receive feedback, apply critical thinking, and make incremental product enhancements through continuous learning and product retrospectives.
Qualifications

  • US citizen or Authorized to Work and lived in the US for 3 of the last 5 years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • 8+ years of experience, at least 5 years of professional experience managing requirements and backlog with agile development teams. 
  • Knowledge and experience of Agile software development methodology. 
  • Knowledge and experience of AWS, Redshift, SQL, Stored Procedures, Python, APIs integration and implementation.
  • Familiar with Serverless (lambda and event-driven architecture).
  • Ability to mentor junior resources, providing oversight and direction.
  • Demonstrated ability to diagnose business problems and come up with product roadmaps and timelines for convincing parties for recommended product implementation. 
  • Experience with CMS data sources preferred. 
  • Must be able to communicate to management, peers and customers effectively and professionally as well as demonstrate sound judgment/reasoning skills. 
  • Demonstrated ability to work with engineering and analytics teams to discuss technical concepts, make tradeoffs to remove roadblocks, and evaluate new ideas. 
  • Be detail oriented, flexible, proactive, and multi-task to quickly adapt to changing client priorities and respond to ad hoc requests. 
  • Ability to demonstrate excellent written and oral communication required. 
  • Expertise with Agile tools like JIRA, Confluence, Slack etc. 
  • Prior experience with Centers for Medicare Medicaid Services or other Govt agencies is a plus. 
  • Remote position, occasional Travel up to 5% in the Maryland area.
