Job description

Position Summary
Tidal Basin is expanding our Federal Disaster Recovery Cadre. This Cadre is composed of dedicated individuals who wish to help communities in their time of need.  We are part of a larger team of Technical Assistance Contractors (TAC) who deploy alongside the Federal Emergency Management Agency (FEMA) to provide technical assistance for the delivery of the FEMA Public Assistance (PA) Program, which assists State, Local, Tribal, and some Private Non-Profits recover and rebuild following a natural or man-made disasters.    

This position is expected to be forward deployed to the site of federally declared disasters but may also require work from your Residence of Record (RoR), hotel room, FEMA’s Regional Offices, FEMA Headquarters, or other facilities, dependent on the needs and requirements of FEMA, the Prime, and Tidal Basin.

Candidate must be willing and able to deploy up to 100% to sites of the disasters.  Travel expenses are paid.  Staff may be lodging in a hotel for up to a year. 

If you have any of the following experience, you could qualify as a Program Delivery Manager (PDMG) on the FEMA PA TAC contract:
 
  • Project Manager
  • Construction Manager
  • Engineer: Civil Engineer, Structural Engineer, Electrical Engineer, Coastal, Mechanical Engineer, or Professional Engineer (P.E.)

Candidate must be willing and able to deploy up to 100% to sites of the disasters for a minimum of 6 months.  Travel expenses are paid.   

This position is contingent upon your ability to obtain/maintain/transfer a DHS/FEMA Clearance and badge.

Job Duties and Responsibilities include:

The PA Program Delivery Manager:
  1. Provides customer service to assigned applicants throughout the PA grant management process.  The PDMG will guide applicants and sub-applicants through the complicated Public Assistance Process 
  2. Works with the PA Site Inspector Task Force Leader (SI-TFL) and PA Program Delivery Task Force Leader (PDMG-TFL) to coordinate effective, efficient, and accurate delivery of grant funding.
  3. Coordinates with numerous stakeholders, such as recipients and subrecipients, to complete PA grants
  4. Uses Grant Manager software to enter, update, and retrieve grant information.
  5. Follows applicable local, state, tribal, territorial, and Federal regulations on grant eligibility.
  6. Provides outstanding customer service to applicants including prompt follow-up and a professional demeanor.
  7. Leads meetings with applicants and sub-applicants, including but not limited to:  Exploratory Call (EC) Recovery Scoping Meeting (RSM), Recovery Transition Meeting (RTM), and Status Calls.
  8. Tracks and follows-up with the Applicant on FEMA's Requests for Information and documentation submission.
  9. Coordinates transmittal of documents and information between the Applicant and FEMA's Consolidated Resource Center.
Skills and Competencies:
 
  • Must show proven experience and knowledge of the FEMA Public Assistance (PA) program
  • Proficient in Microsoft Office and TEAMS
  • Must know how to use a laptop and cell phone
  • Ability to run a meeting.
  • Must know or be able to learn Grants Manager, other FEMA Systems, and GoogleEarth Pro.
  • Must know or be able to learn how to create a Firmette or Flood Map
  • Must be able to learn how to use time and expense systems. 
  • Good in oral and written communication
  • Ability to follow directions.
  • Ability to work in challenging conditions.
  • Ability to work with a wide variety of internal and external stakeholders.

Required Education and Experience:
 
  • All candidates are required to pass a FEMA security training (annual), Grants Manager training, and PDMG training class (E/L 0869) in order to qualify for deployment. These classes are delivered on-demand and on-line at this time but may be delivered in-person in the future.
  • Mid-Level:
    • 5+ years’ experience in your area of expertise (Project Manager, Construction Manager, Accountant, Engineer, etc.)
    • 1 year combined prior experience working FEMA Public Assistance as a PDMG on the National PA Model.
    • For Project Managers, Accountants, and Engineers only: Undergraduate degree or higher in your field. (Construction Managers may have 10 years of work experience in lieu of a bachelors degree)
    • For engineers only: Current Professional Engineer (P.E.) license in any state is a plus (preferred but not required)
  • Senior-Level: 
    • 10+ years’ experience in your area of expertise (Project Manager, Construction Manager, Accountant, Engineer, etc.)
    • Expert knowledge of the FEMA Public Assistance (PA) program
    • 2 to 3 deployments on FEMA PA Projects (State and Local included) or 2 years’ experience on 1 FEMA PA Project
    • Working knowledge of Grants Manager or Grants Portal
    • For Project Managers, Accountants, and Engineers only: Undergraduate degree or higher in your field. (Construction Managers may have 15 years of work experience in lieu of a bachelor’s degree)
    • Appropriate Current Certifications are highly recommended and desired, such as:
      • Engineers – Professional Engineer (P.E.) license in any state
      • Project Managers – Project Management Professional (PMP) or equivalent
      • Construction Managers: Project Management Institute – Construction Professional (PMI-CP, Certified Construction Manager (CCM, or equivalent.
