Position Summary

An Environmental Scientist – National Environmental Policy Act ( NEPA ) position is available with Colorado State University’s Center for Environmental Management of Military Lands ( CEMML ). This position will support the Air National Guard Readiness Center ( ANGRC ) NEPA Program Office at Joint Base Andrews, Maryland.

This position’s primary responsibility will be to administer and provide technical support for NEPA requests submitted by ANG installations to the NEPA Program’s Virtual Environmental Management Office ( VEMO ). Requests include support for Environmental Impact Analysis Process ( EIAP ), Categorical Exclusion (CatEx), Environmental Assessment (EA), and Environmental Impact Statement ( EIS ) documents. The Environmental Scientist – NEPA will track VEMO requests, update documents, evaluate project needs and alternatives, assess compliance needs, and address requests in a timely manner.

Experience with three levels of NEPA analysis is required of the position. They will work with installation staff (e.g., the customer) and collaborate with NEPA Program staff and Subject Matter Experts (SMEs) from several specialties (Natural Resources, Cultural Resources, Air Quality, Hazardous Waste, Air Space, etc.) to ensure compliance and meet Program needs.

This position is both technical and customer service-oriented and requires outreach and training tasks. The Environmental Scientist – NEPA will prepare Standard Operating Procedures (SOPs) for daily tasks conducted by NEPA Program staff; participate in outreach activities; participate in intra-agency conferences; and communicate SOPs, technical issues, and other information with VEMO users.

The selected candidate will be responsible for coordinating with ANGRC staff, personnel at more than 160 ANG installations, contractors, SMEs, and others. They must possess broad knowledge of NEPA and the resource types considered within compliance documents. Demonstrated ability of scientific writing and excellent communication skills are required.

This position is full-time (40 hours/week). Overnight travel will be required.

This position has hybrid or full remote potential, but preference will be given to candidates who are able to regularly report to the ANGRC at Joint Base Andrews, Maryland. Relocation expenses are not available.

Required Job Qualifications

  • Bachelor’s degree in Environmental Planning, Natural Resources Management, or other related field.
  • Five or more years of post-graduate work experience preparing NEPA documents (EAs, EISs, CatExs, EIAPs) or ensuring NEPA compliance.
  • Knowledge of resource types often considered in National Environmental Policy Act analysis (e.g., air quality; water, geological, cultural, and biological resources; land use; noise, infrastructure; public health and safety; hazardous materials and wastes; socioeconomics; and environmental justice).
  • Experience interpreting and concisely summarizing complex information into compliance documents
  • Demonstrated technical writing ability, clear communication skills, and attention to detail.
  • Ability to work both independently and collaboratively to accomplish assigned tasks and meet project schedules.
  • Proficiency in Microsoft Office and Excel.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • Master’s degree or higher in Environmental Planning, Natural Resources Management, or related field.
  • Experience working in a highly structured organization such as a governmental agency, the military, or a corporation with clearly established lines of authority, procedures, and protocols.
  • Direct experience working with Air Force instructions, directives, guidance, and processes related to NEPA .
  • Professional certifications in one or more areas of expertise (e.g., wetland identification and delineation, erosion and sediment control inspections, and/or professional natural resources management).
  • Prior experience with VEMO , Air Force eDash, and other DoD database management systems.
  • Experience at or above the GS-12 equivalent.
  • Project management and/or process management certification (e.g. PMP , Learn Six Sigma, etc.)
  • Demonstrated experience completing the complete NEPA process from initial scoping and project planning to ROD / FONSI and conclusion, with little to no supervision.

  • Ensure ANG NEPA -related training information is available to ANG employees via email, VEMO , SharePoint, and other viable means.
  • Participate and help facilitate ANG NEPA training for ANGRC staff and installation personnel.
  • Ensure documents and policies online are relevant and current, update website to reflect current NEPA news and announcements, update ANG website monthly, maintain calendar of NEPA related events, and ensure all website links are accurate and relevant.
