Job description

PURPOSE OF THE JOB:

The Senior Technical Safety Engineer will ensure the safety and integrity of oil and gas operations by providing expert technical safety guidance. This role focuses on developing and implementing safety strategies, conducting risk assessments, and ensuring compliance with industry regulations to mitigate hazards and protect personnel, assets, and the environment.

JOB RESPONSIBILITIES:

  • Develop and implement technical safety strategies and policies in alignment with industry standards and regulatory requirements.
  • Conduct risk assessments, hazard identification (HAZID), and hazard and operability studies (HAZOP) to identify and mitigate potential risks.
  • Perform quantitative risk assessments (QRA) and develop safety cases for various oil and gas facilities.
  • Review and approve safety designs and technical documents, ensuring compliance with safety regulations and standards.
  • Develop and implement the Health, Safety, and Environmental (HSE) Philosophy for projects and operations.
  • Create and maintain the HSE Plan, outlining safety procedures, responsibilities, and compliance measures.
  • Conduct Hazardous Area Classification and prepare the Hazardous Area Classification Schedule to ensure safe equipment selection and installation.
  • Collaborate on the development of HAZ Layouts, coordinating with drafting teams as needed.
  • Develop Fire and Gas (F&G) Philosophy to guide the design and operation of fire and gas detection and mitigation systems.
  • Oversee the creation of F&G Layouts, ensuring proper coverage and functionality, with support from drafting teams.
  • Develop and implement F&G cause and effect matrices to define the operational response to fire and gas events.
  • Collaborate with multidisciplinary teams to integrate safety into the design and operation of oil and gas facilities.
  • Provide technical safety input during the design, construction, and operation phases of projects.
  • Develop and maintain safety management systems, including emergency response plans and procedures.
  • Lead incident investigations and root cause analysis to identify underlying issues and recommend corrective actions.
  • Ensure compliance with local, national, and international safety regulations, including conducting safety audits and inspections.
  • Deliver safety training and awareness programs to staff and contractors, promoting a strong safety culture.
  • Liaise with regulatory bodies, industry partners, and stakeholders to ensure alignment with best practices and regulatory requirements.
  • Monitor safety performance metrics and report on safety trends, identifying areas for continuous improvement.
  • Support project teams in the development of safety plans, including the implementation of safety barriers and controls.

KEY QUALIFCATIONS:

  • Bachelor's degree in Chemical, Mechanical, or Safety Engineering; advanced degree or professional certifications (e.g., NEBOSH, CSP) are a plus.
  • Minimum of 10-15 years of experience in technical safety engineering within the oil and gas industry.
  • Extensive knowledge of safety regulations, codes, and standards applicable to oil and gas operations.
  • Proven expertise in risk assessment methodologies, including HAZID, HAZOP, and QRA.
  • Strong understanding of process safety management and safety instrumented systems.
  • Experience in developing HSE Philosophy, HSE Plans, Hazardous Area Classification Schedules, and HAZ Layouts.
  • Proficiency in Fire and Gas (F&G) system design, including F&G Philosophy, F&G Layouts, and F&G cause and effect matrices.
  • Proficiency in safety analysis software and tools (e.g., PHAST, BowTieXP).
  • Excellent problem-solving skills with a focus on identifying and mitigating safety risks.
  • Strong communication skills with the ability to present technical safety information clearly to diverse audiences.
  • Experience leading safety audits, inspections, and incident investigations.
