Job description

The Technical Expert (TE) is a child welfare subject matter expert working collaboratively with other TEs and project leadership, responsible for ensuring the design and delivery of technical assistance (TA) and deliverables. The TE coaches and guides staff in the support and implementation of effective, high-quality TA and communicates with the JBS client per the established project guidelines.
 

Fundamental Requirement: The TE I must have extensive professional experience in child welfare. The TE I must possess a passionate commitment to consumer-centric design, peer and family engagement, and delivery of TA and an understanding of and commitment to the project's model of TA as a strengths-based, culturally-informed, and continuous process that supports projects and jurisdictions over time and as needed to achieve successful outcomes.

ESSENTIAL JOB FUNCTIONS:
  • Play central role in the planning and delivery of TA, including in-person and virtual events on child welfare topics.
  • Help to identify issues that impact multiple grantees and design long-term, overall TA strategies for grantees.
  • Develop and coordinate online repositories of resources on targeted topics
  • Support the seamless logistical planning and execution of in-person and virtual TA events, including learning communities, policy academies, and grantee meetings. Participate in and may lead TA content development and research.
  • Work with grantee staff to establish and maintain productive working relationships.
  • Develop content expertise and project management experience related to planning and monitoring multiple concurrent TA events, budgeting and budget management, ensuring and maintaining good client relationships, and tracking/documenting TA activities.
  • Facilitate online surveys and information requests from grantees and clients, draft and distribute information disseminated via listserv, and develop and maintain grantee databases.
  • Develop standard operating procedures and review technical content for compliance as requested.
  • Travel may be required.

 

MINIMUM JOB QUALIFICATIONS:

Education: Bachelor’s degree in relevant field (e.g., social work, psychology, behavioral health, public health, business, leadership, human resources, development, education)

Experience: At least 10 years of relevant work experience, including direct experience in a government or public child welfare setting. At least 3 years’ experience in training/coaching.

 

Language:  English Fluency (oral and written)

 

PHYSICAL/MENTAL REQUIREMENTS:

  • Ability to sit for prolonged periods at a desk or computer workstation. 
  • Regularly uses a computer, keyboard, and mouse. 
  • Normal or corrected vision to read documents, view computer screens, and perform tasks that require visual accuracy.  
  • Ability to hear and understand spoken information in person and over the phone. 
  • Minimal lifting and carrying may be required, typically light office supplies or documents.
  • Ability to move within the office environment to access equipment, files, and interact with colleagues.  
  • Ability to handle occasional stress related to deadlines, workloads, or challenging tasks.

 

PREFERRED JOB REQUIREMENTS:

Education: Master’s degree or higher

 

Experience: Consulting experience. Demonstrated expert-level subject matter expertise in public child welfare, the full continuum of child welfare practices, and topics related to prevention, safety, permanency, and child and family well-being. Experience hosting events on child welfare topics for professionals in leadership roles 

 

Language: Fluency in a language other than English

Skills:
  • Interacts well with others in a positive, courteous, and professional manner; functions well as a member of a team and is also able to work independently and without extensive supervision and follows chain of command to address personnel or management concerns.
  • Honors, respects, and celebrates cultural differences.
  • Effective, clear, and professional writing and oral communication skills.
  • Attention to detail.

 

Knowledge:
  • Experience in general Public Health topics.
  • Content Knowledge of current and emerging issues for assigned program areas. Strengths-based approach to delivering TA and to working with others. (May vary based upon assignment)
Software Proficiency:

Microsoft Office (Excel, Outlook, PowerPoint)
