The Advisor, Disaster Risk Management (DRM) is a key position within the CRC Risk Reduction & Resilience (RR&R) Program. This position has specific accountability supporting advancement against the CRC Creating Safe Environments (CSE) Strategy. The CSE Strategy contributes to aligning CRC efforts across program and services lines supporting Indigenous communities to ensure a coordinated and responsive model for delivery that recognizes self-determination. The CSE strategic model focuses on addressing risks related to disasters, violence and health through strengthening prevention, adaptive, and transformative capacities to enable actions that promote resilience. **
In this role, you will:**
- Support the confirmation of strategic objectives for CSE-DRM, building in relationships with Indigenous communities including service providers and governance structures.
- Contribute to the confirmation of project scope, standards, goals, and deliverables, that support the evolution of CSE-DRM programming in support of Indigenous communities and adapts as needed and supports program activities design.
- Represent Red Cross, or ensures representation, on key committees and working groups, including provincial initiatives related to topical (DRM) issues impacting Indigenous children, youth, families, and broader community representation.
- Ensure the Canadian Red Cross and its fundamental principles, programs, products, and services are consistently presented in a strong, positive image to partners, and relevant stakeholders.
- Implement CRC activities as per plans, including ongoing needs assessments, capacity-building activities, and adaptations required to meet the needs of special populations.
- Contribute to the evaluation of the quality-of-service delivery and make recommendations to leadership on ways to adjust plans to optimize its response to cultural considerations and community priorities
- Provide technical support and guidance for geographic personnel in implementing services reflecting adherence to the guiding principles of the Indigenous Peoples Framework
- Train, mentor and, when required, evaluate staff and volunteers in implementing the community engagement toolkit, as well as providing subject matter expertise in the areas of risk reduction, including disaster preparedness.
What we are looking for:
- Five years experience in emergency/disaster risk management, resilience, climate change, urban planning or other related field; with demonstrated experience within Indigenous communities in Canada. Preference will be given to a self-declared Indigenous candidate. An equivalent combination of education and experience may be considered.
- Experience in building volunteer, community, and government partnerships with specific reference to working with Indigenous communities.
- Proven program design, management, and delivery experience in a complex environment essential.
- Experience in working with diverse populations and an understanding of cultural issues, specifically traditional Indigenous beliefs and practices related to maintaining mental health.
- Proven experience in community engagement programs including creation and delivery of events / workshops.
- Familiarity in monitoring and evaluation systems, capacity in design of M&E frameworks preferred.
- Experience in analyzing and synthesizing data to use for reports and/or proposal writing.
- Strong oral and written communication skills in English essential. Fluency in an Indigenous language is an asset
Working conditions:
- Travel is required to remote communities in Canada (15%)
- May be required to work non-traditional hours, be on-call and respond to emergency / disaster related requests.
