Subject: REQUEST FOR COMMERCIAL OFFERS: procurement of educational consultancy services.

IREX invites consultants to submit offers/bids for procurement of educational consultancy services. IREX requests bids from consultants to provide the following consultation services:

• Review of the educational content trends
• Provide support to IREX partners of strategy development
• Supervise the adaptation of educational content
• Support media partners in the production and co-production of media content as needed
• Perform other duties as required by the job.

A response to this request must include the following information:

• Cover letter and CV of the consultant
• Daily Rate in USD

IREX will be hiring consultants based outside of Kyrgyzstan.

The offers must be presented to IREX not later than February 20, 2024

The quote period begins February 12, 2024 and ends on February 20, 2024.

IREX reserves the right to request additional information from any or all-responding tax consultant to assist it in its evaluation process.

The application will be evaluated based on the following criteria:

• Familiarity with educational content trends in the Kyrgyz Republic -10 pnts

• Experience in strategy and development for media organizations - 30 pnts

• Experience in production of media content in Kyrgyzstan - 40 pnts

• Contacts/networks in the Kyrgyz creative and education space – 20 pnts

The length of the contract is expected to be from March 1, 2024 – September 30, 2024.

This announcement does not obligate IREX Kyrgyzstan to pay any costs incurred in the preparation and submission of the commercial offers. Furthermore, IREX Kyrgyzstan reserves the right to reject any and all offers if such action is in the best interest of organization. IREX also reserves the right to remove one or more of the services from consideration for this contract should the evaluation show that it is in IREX’s best interest to do so. IREX also may, at its discretion, issue a separate contract for any service or groups of services included in this RFO. IREX reserves the right to make amendments to the volume and cost of services as agreed with the selected vendor or may negotiate additional provisions to the contract awarded under this RFO.
