ICMS is seeking a highly skilled Digital Communications Specialist II to join the Digital Experience Content Team supporting the National Centers for Environmental Information (NCEI) website—an integral component of NOAA’s environmental research and archival mission.  This government contractor role involves supporting website content management, redesign, user experience (UX), and technical web operations. The ideal candidate will possess strong web development, UX, and graphic design skills, along with proficiency in Windows, and Mac, platforms. The position is remote, requiring a self-motivated individual capable of collaborating via virtual tools and supporting federal standards for web content and digital engagement.


Essential Duties and Responsibilities:


The primary responsibilities of the position will include but not limited to:


  •  Develop, edit, and proofread scientific and technical web content, ensuring clarity, accuracy, and adherence to style and accessibility standards
  • Lead efforts to redesign and enhance the NCEI webpage based on analytics, user feedback, and best UX practices
  • Collaborate with Subject Matter Experts (SMEs), scientists, and federal staff to present content effectively and support ongoing web content refinement
  • Support website content management activities including directory cleanup, content removal, data migration, and implementing URL redirects
  • Execute command-line operations across Linux, Mac, and Windows environments for managing files, directories, and web server interactions
  • Troubleshoot web issues such as broken links, redirect failures, symlink problems, and server configuration errors
  • Support UX improvements by analyzing user flows, accessibility, site performance metrics, and recommending enhancements
  • Assist in archiving, data relocation, and content preservation activities in compliance with federal standards
  • Create web graphics and digital storytelling materials for outreach, social media, and web-based campaigns
  • Maintain documentation of technical workflows, procedures, and troubleshooting steps
  • Support analytics, KPI development, user testing, and customer feedback initiatives to optimize website usability
  • Work with web development tools, content management systems (Drupal, Google Tables), and project management platforms (JIRA, Looker Studio, UserZoom).
Requirements
  •  Bachelor’s degree in English, Communications, Web Design, UX, or related fields; emphasis on science communication and editing skills
  • Proven experience in web content development, editing, and proofreading—especially of scientific or technical content
  • Strong understanding of UX principles, web interactions, and user-centered design
  • Proficiency with command-line operations on Linux, Mac, and Windows platforms, including scripting and troubleshooting
  • Familiarity with current standards of writing for the web, style guidelines (AP, Chicago, scientific journal standards), and formatting
  • Experience with web graphic design, digital storytelling, and social media content creation
  • Knowledge of web server protocols such as Apache and HTTPS security
  • Experience with web analytics (Google Analytics, Site Improve, Looker Studio), user testing, and customer feedback tools (Touchpoints, User Zoom)
  • Familiarity with content management workflows using platforms such as Drupal and Google Tables
  • Excellent oral and written communication skills, with the ability to work independently and collaboratively
  • U.S. Citizenship and the ability to obtain a Public Trust clearance (background check required).


Preferred Skills:

  • Educational background/degree in English, Communications, Technical Writing, Digital Design, or Web UX with a focus on science communication
  • Experience working with federal agencies, including managing federal records and legacy domain content
  • Proficiency with Figma, JIRA, and other web development or project management tools
  • Self-motivated with a keen eye for detail, capable of managing multiple projects remotely
  • Proximity to Asheville, NC, or Boulder, CO, is a plus but not required.

  

Location: Remote (with access to NOAA support offices in Asheville, NC, or Boulder, CO)

$50,000 - 60,000.00/annual
