About the Role
The Project Director/ Scrum Master serves as the project lead, responsible for overall contract management and delivery to the client, the Substance Abuse and Mental Health Services Administration (SAMHSA), while also facilitating Agile ceremonies, removing roadblocks, and promoting cross-functional team collaboration. This individual engages directly with the client’s representative and is responsible for overseeing risk, quality, and performance metrics. The Project Director/Scrum Master ensures coordination across all workstreams, providing leadership and accountability across project management, operations and maintenance, expansion of holdings, data and data visualization, tool development, outreach and user-centric design, reporting, project turnover, and optional information technology support.

How You Contribute to the Team:
Lead the kickoff and ensure a smooth knowledge transfer from the incumbent contractor.
Oversee the development of the work plan, ATO documentation, and all project initiation and transition activities.
Coordinate Agile sprints and backlog grooming across development, data, content, and design teams.
Facilitate stakeholder meetings and serve as the primary liaison to the Contracting Officer’s Representative (COR) and Government PMO.
Ensure timely execution of updates and fixes to DAS, SAE, Quick Stats, and the CBHSQ Publisher Tool.
Oversee the creation and submission of monthly and annual performance reports.
Manage optional information technology support activities and project extensions.
Support remediation efforts to ensure compliance with Section 508, FedRAMP, and FISMA requirements.
Coordinate with subcontractors and ensure staffing meets performance standards and contract requirements.
Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.
What You Bring to the Table:

Educational Requirements:
Bachelor’s degree required; Master’s degree in business, IT, public health, or related field preferred.
Certification Requirements:
PMP and/or Certified Scrum Master (CSM) required.
Skills and Expertise:
10 years of experience managing complex federal IT or digital services contracts.
Experience with web technologies, Agile delivery, cloud infrastructure, and security protocols.
Experience managing projects within a cloud-based, containerized environment using tools such as AWS, Docker, NGINX, and GitHub, with adherence to FISMA Moderate and FedRAMP security protocols.
Familiarity with supporting Drupal-based publishing systems, data visualization platforms built with React, D3.js, and JavaScript, and data processing pipelines involving Python, R, SAS, and statistical testing frameworks like SUDAAN.
Strong knowledge of federal compliance, reporting, and contract management procedures.
Prior experience supporting public health or behavioral health IT systems preferred.
Communication Skills:
Proven ability to effectively communicate to various audiences when speaking and in writing.
Proficiency with computer, Internet, Microsoft Office (Outlook, Word, Excel, and PowerPoint); experience with SharePoint and Monday.com desirable.
Experience with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).
Ability to adapt quickly to new applications.
There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
BCT offers a competitive total compensation package that, for this position, includes a base salary between $150,000 and $160,000 along with a generous benefits package. BCT’s benefits include heavily subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.
This is a remote position located in any of the fifty United States or Washington, DC. Though we do have staff in all four time zones, BCT Partners works primarily on Eastern Time. The Substance Abuse and Mental Health Services Administration (SAMHSA) is the federal agency within HHS responsible for advancing the behavioral health of the nation. As part of its mission, SAMHSA collects and disseminates critical data on substance use and mental health through flagship surveys such as NSDUH, TEDS, and N-MHSS. The SAMHSA Data Webpages and Analytic Support contract ensures that this data remains publicly accessible, user-friendly, and analytically robust by maintaining and modernizing several core tools: the Data Analysis System (DAS) (https://datafiles.samhsa.gov/das) for online data exploration; the Small Area Estimates (SAE) Tool (https://www.samhsa.gov/data/small-area-estimates) for localized behavioral health indicators; the Quick Statistics Tool (https://www.samhsa.gov/data/quick-statistics) for downloadable charts and tables; and the CBHSQ Publisher Tool (https://www.samhsa.gov/data/report-publisher) for publishing statistical short reports.
The project team is responsible for ensuring the usability, compliance, and security of these digital assets across tasks that include operations and maintenance, 508 accessibility compliance, data visualization, metadata tagging, training and outreach, and monthly/annual reporting. This work helps SAMHSA meet its strategic objective of making behavioral health data more discoverable and actionable for researchers, policymakers, and the general public.
