This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.

MNsure is looking for a skilled Healthcare Systems Analyst to provide leadership, technical expertise, and coordination across critical activities involving the integration of MNsure’s systems with external private health insurance systems. This role will be instrumental in optimizing MNsure’s operations, fostering partnerships, and driving innovative solutions aligned with MNsure’s mission to ensure all Minnesotans have the security of health insurance.
As a Healthcare Systems Analyst, you will play a key role in ensuring seamless collaboration between MNsure and its external partners—including health insurers, state agencies, and federal regulators. You will help optimize system performance, support regulatory compliance, and strengthen technical partnerships. The ideal candidate will bring expertise in healthcare systems and data management, along with the ability to build and maintain effective working relationships with internal and external stakeholders.
- Serve as a technical expert and liaison between MNsure and external IT partners, health insurers, and state agencies to ensure seamless system integration and data exchange.
- Collaborate with health insurers and state agencies to ensure the accurate, compliant, and user-friendly display of plan data and provider information on MNsure’s shopping platform.
- Represent MNsure at technical and enrollment events, collaborating with other state exchanges and stakeholders to share strategies and enhance partnerships.
- Act as a subject matter expert on the shared systems and processes between MNsure and health insurers, ensuring effective data sharing and operational efficiency.
- Provide leadership and support to MNsure’s private health insurance partners, solving high-priority inquiries and technical issues as they arise.
- Assist in the onboarding process of new private health insurance companies joining the MNsure marketplace, ensuring a smooth integration of their systems.
- Serve as a lead team member in the production of IRS Form 1095-A, supporting accurate and timely federal tax form delivery.
Minimum Qualifications
Four (4) years of relevant experience in healthcare systems, health insurance carriers, or state-based health exchanges demonstrating the following:
- In-depth understanding of IT systems and their integration in a healthcare context, especially in relation to health insurance systems and data exchange.
- Proven ability to manage multiple projects, prioritize tasks effectively, and collaborate across teams to meet deadlines.
- Strong problem-solving skills, with the ability to analyze and resolve complex technical issues efficiently.
- Excellent written and verbal communication skills, with the ability to explain complex technical concepts to diverse stakeholders, both internal and external.
A bachelor’s degree in Public Health, Public Administration, Business Administration, Public Policy, Computer Science, Healthcare Delivery, Planning, or a closely related field may substitute for one (1) year of career experience.
Preferred Qualifications
- Experience with the Affordable Care Act (ACA), including Qualified Health Plans (QHPs) and the production of IRS Form 1095-A.
- Familiarity with data exchange processes between healthcare systems and insurance carriers.
- Direct experience working with MNsure or another state-based health insurance marketplace.
- Strong knowledge of healthcare regulations and compliance requirements, particularly related to data security and consumer privacy.
