Manages the development and administration of programs to ensure compliance with environmental, occupational health and safety regulations. Identifies and appraises risk conditions which could produce occupational injuries or illnesses. Evaluates potential extent of injuries resulting from accidents and classifies particular workstations. Compiles, analyzes and interprets statistical data related to exposure factors concerning occupational illnesses and accidents. Investigates occupational accidents, analyses their causes to prevent them.

ESSENTIAL FUNCTIONS:

  • Develop, implement, and maintain health and safety policies and procedures in accordance with regulatory requirements and company standards.
  • Support sites with implementing Permit to Work programs aligned with customer procedural requirements.
  • Support sites with implementing Lock Out Tag Out (LOTO) programs aligned with OSHA and customer procedural requirements.
  • Report findings of non-compliance and areas needing improvement to appropriate persons, implement corrective action plans, and ensure site adherence to company policies and customer contracts.
  • Support audits and inspections to identify potential hazards and establish sustainable solutions.
  • Provide guidance and support to regional and site leaders on health and safety matters, including risk assessments, incident investigations, and corrective actions.
  • Support the development of health and safety training programs for employees at all levels.
  • Coordinate injury case management to ensure employees receive proper medical treatment for workplace injuries.
  • Monitor and analyze health and safety performance data, identifying trends and areas for improvement.
  • Facilitate incident investigations, ensuring thorough documentation and follow-up on corrective actions.
  • Collaborate with HS site contacts to ensure Railserve employees adhere to customer HS policies and procedures.
  • Prepare and submit health and safety reports to senior management and regulatory authorities as required.
  • Promote a culture of safety through effective communication, employee engagement, and continuous improvement initiatives.
  • Assist site and regional leaders in selecting proper PPE for chemical handling tasks.
  • Coordinate routine industrial hygiene (IH) monitoring with qualified resources.
  • Participate in HS audits to ensure compliance with the Railserve EHS Audit program.
  • Support site leaders in records retention and incident reporting.
  • Participate in audits.

QUALIFICATIONS:

  • Strong knowledge of health and safety regulations and standards, including OSHA, TCEQ, EPA,  and other relevant agencies. Federal Railroad or American Shortline knowledge and experience is a plus.
  • Strong understanding of Process Safety Management elements.
  • Strong understanding of Permit to Work programs such as elevated work, hot work, and line and equipment openings.
  • Strong understanding of Lock Out Tag Out (LOTO) programs.
  • Proven ability to develop and implement effective health and safety programs.
  • Excellent communication, leadership, and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and as part of a team in a fast-paced, dynamic environment.
  • Willingness to travel to various plant locations as needed.
  • Comfortable working in industrial environments, including exposure to noise, dust, and hazardous materials.
  • Maintain appropriate HSE and associated records.
  • Ability to lead joint incident investigations with customer HS professionals.

EDUCATION / EXPERIENCE:

  • 5+ years’ experience in a health and safety role, preferably withing the oil & gas industry.
  • B.S. in Occupational Safety & Health, Safety Sciences or related degree from an accredited educational institution preferred, or equivalent combination of education and experience.
  • Must have superior communication skills; able to speak in front of large groups and effectively communicate safety-related presentations.
  • Safety Management Systems experience
  • Bi-lingual (Spanish) is preferred
  • Basic computer, MS Office, PowerPoint, Excel knowledge and skills
  • Must be willing and able to workdays, evenings, and weekends when needed
  • Valid Driver’s License & Passport

Certificates, Licenses, Registrations:

  • Safety certification or degree from an accredited educational institution
  • CSP preferred
  • Emergency Response certifications are preferred (i.e. NIMS, Incident Command, HAZMAT, First Aid)

Language Skills

Ability to read, analyze, interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients and customers.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form, and to deal with several abstract and concrete variables simultaneously.

While performing the duties of this job, the employee is frequently required to walk continuously for long periods of time; reach with hands and arms; climb ladders up to four feet or balance; stoop, kneel, crouch, or crawl; and talk or hear.  The employee must occasionally lift and/or move up heavy weights up to 50 pounds. The work environments consist of uneven surfaces, railroad equipment and tracks and various exposure to natural weather conditions as well as hazardous materials. Candidates must be able to navigate railyards, manufacturing facilities and outdoor environments. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.  If an employee believes that accommodation is necessary to permit him/her to perform the essential functions of this job, the employee should request the accommodation through the Human Resources Department.

The targeted compensation for this role is $115,000 - $148,000 annually. Full medical, dental, vision insurance available on day 1 of employment. Supplemental insurance programs available.
