MARKET DEVELOPMENT ENGINEER Department: Outside Plant
POSITION SUMMARY The Market Development Engineer is responsible for the end-to-end management of the company’s national backhaul and access infrastructure, with a strong emphasis on project management, vendor coordination, and cross-functional execution. This role leads the planning, procurement, and implementation of transport and backhaul projects that enable scalable service delivery, new market expansion, and reliable connectivity between market nodes and the core network. The ideal candidate will combine deep technical knowledge with proven project leadership capabilities to deliver critical infrastructure on time, within budget, and aligned with business objectives.
RESPONSIBILITIES Backhaul Network Management
Plan, procure, and manage leased transport circuits, dark fiber leases, and IRUs to support network growth and performance requirements.
Monitor utilization, latency, and availability of backhaul links; recommend upgrades or optimization strategies.
Oversee maintenance and lifecycle management of existing backhaul assets.
Vendor and Carrier Engagement
Manage new/existing relationships with fiber providers, transport carriers, and third-party infrastructure partners.
Serve as the primary point of contact for backhaul and access vendors; oversee contract execution, performance tracking, and compliance with SLAs.
Negotiate lease terms, circuit pricing, construction schedules, and penalties for delays or outages.
Strategic Planning & Support
Provide subject matter expertise to Sales and Business Development teams for custom builds and market expansion.
Provide technical input on capacity planning, redundancy, and failover paths.
Contribute to the development and enforcement of network standards, policies, and best practices.
Project Management
Lead the planning and execution of all backhaul projects, including new connections, capacity upgrades, and infrastructure migrations.
Develop detailed project plans, timelines, and budget allocations.
Collaborate with cross-functional teams including network engineering, OSP, and vendors to ensure project milestones are met.
Maintain ongoing risk assessments, status reports, and executive-level updates for internal stakeholders.
Own project documentation including SOWs, change orders, and post-project evaluations.
Maintain accurate records of circuit inventories, site buildouts, and route diagrams in inventory and OSS systems.

REQUIRED QUALIFICATIONS
Bachelor’s degree in Telecommunications, Engineering, or related field; equivalent experience may be considered.
5+ years of experience in network infrastructure planning and operations, preferably within a telecom service provider.
Strong understanding of Layer 1/2 transport technologies including fiber optics, DWDM, Carrier Ethernet, and MPLS.
Experience working with carriers and dark fiber providers; contract negotiation and vendor management skills.
Proficient in network planning tools and circuit inventory systems.
Excellent project management, communication, and cross-functional collaboration skills.
PREFERRED QUALIFICATIONS
Knowledge of GIS platforms a plus.

COMPENSATION AND BENEFITS
Base pay is paid at an annual salary rate. The range for this position is $90,000 to $120,000 depending on experience.
This position pay be eligible for a 5% discretionary bonus in line with the Company’s bonus policy.
