RIVA is seeking a skilled and driven Senior Database Administrator to support the U.S. Patent and Trademark Office (USPTO) Patent Trial and Appeal Case Tracking System (P-TACTS). This position plays a critical role in modernizing the system’s data infrastructure as it transitions from a monolithic, on-premise Oracle environment to a cloud-optimized PostgreSQL solution hosted on AWS.

Key Responsibilities Include:
Database Architecture & Operations:
  • Serve as the lead DBA for mission-critical Oracle and PostgreSQL database environments.
  • Design and implement scalable, secure, and performant database structures to support both legacy and modernized application architectures.
  • Support application teams with schema design, data modeling, and integration best practices in a microservices-aware environment.
Cloud Migration & Infrastructure Modernization:
  • Lead database migration efforts from on-premise Oracle to AWS RDS for PostgreSQL.
  • Collaborate with DevOps to implement Infrastructure-as-Code (IaC) using Terraform and CI/CD pipelines.
  • Enable containerized deployment of microservices as the system transitions from a tightly coupled monolithic structure.
Performance, Availability & Security:
  • Optimize database performance through indexing, query tuning, partitioning, and resource management.
  • Ensure high availability, disaster recovery, and data integrity across staging and production environments.
  • Enforce data security policies aligned with FISMA and federal compliance standards, including encryption and access governance.
Automation & Support:
  • Automate backup, patching, and monitoring processes using scripting (e.g., Bash) and AWS-native tools.
  • Provide operational support for legacy Oracle databases during the transitional period to cloud-native systems.

Minimum Qualifications:
  • Bachelor’s Degree in Computer Science, Information Systems, or related field.
  • 5+ years of experience in database administration with Oracle and/or PostgreSQL in enterprise or government environments.
  • Proven experience migrating databases to AWS RDS or Aurora PostgreSQL, including tuning and maintenance.
  • Proficiency with Terraform, shell scripting (e.g., Bash), and cloud-native tooling for infrastructure automation.
  • Familiarity with microservices architecture and how databases interface with applications built in Java 17, Spring Boot, and Angular.
  • Strong understanding of data security practices in federal environments, including encryption and access controls.
  • Demonstrated ability to collaborate cross-functionally with DevOps, application developers, and security teams.

Preferred Qualifications:
  • Experience with AWS CloudWatch, CloudFormation, or similar services.
  • Knowledge of P-TACTS or similar case tracking or content management systems.
  • Understanding of breaking down monolithic applications into microservices.
  • Previous support of federal clients or working in FISMA-moderate environments.

Salary Range: $100,000 – $130,000
