We have an exciting opportunity for a Senior Manager, Contracts to lead and oversee the Tomahawk Program proposal process with oversight of Production, Recert, and Development proposals and negotiations for a critical and growing program area within our Naval Power, Naval Air Missiles (NAM) organization. This role reports to the Associate Director, Contracts while leading a team of 3 employees.  This leader will be an integral part of the business teams, providing strategic solutions and dynamic recommendations for proposal, negotiation, and execution issues while supporting and inspiring the team.  Specific effort in driving on-time proposal delivery, current contract execution, and developing and maintaining strong internal and external customer relationships will be required.  The program is a complex, legacy missile franchise program that launches from ships, submarines, and ground launchers and can strike targets precisely from 1,000 miles away, even in heavily defended airspace with development, production, and sustainment activities interwoven. The portfolio includes FAR-based domestic and FMS contracts with the US Navy (NAVAIR).

This position is well suited for a highly motivated, well-organized person who enjoys working in a fast-paced, collaborative team environment. Your responsibilities will include developing creative approaches to solving problems while employing sound change management and communication skills and developing personnel talent.  Some travel will be required.

Responsibilities to Anticipate:

  • Provide visible, active leadership and collaboration with program and functional leaders in support of overall program success.
  • Provide strategic guidance beginning at receipt of Request for Proposals (RFPs) and continuing through program execution – these activities include understanding contractual rights and obligations and possible mitigation of contractual/program risks.
  • Support and develop personnel in proposal and negotiation excellence, contract execution, and other contracts support.
  • Lead complex contract negotiations (FAR-based) with the US Navy.
  • Oversee a high volume of proposals and negotiations, coordinate program support, and effectively communicate status and help needed to internal leadership.
  • Provide general contract administration support.
  • Review Estimates at Completion (EACs).
  • Support program management and execution reviews.
  • Provide guidance and recommendations to senior management regarding contractual and business issues.
  • Ensure that the team’s work follows company processes and policies.

Qualifications You Must Have:

  • Typically requires a bachelor’s degree in business, finance, or related field and 10 years of prior experience, OR an advanced degree in a related field and 7 years of experience
  • Experience with US Government contracts, FAR and / or DFAR

Qualifications We Prefer:

  • Leadership experience in a complex, fast-pace, and changing environment, where prioritization and adaptation is required to be effective
  • Extensive FAR-based contractual experience including contract formation with a broad understanding of risk, terms and conditions, and contractual mitigations while complying with internal policies
  • Demonstrated ability to teach and mentor junior contracts professionals
  • Experience with international contracts which include offsets or industrialization requirements
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust to foster equitable solutions to complex problems with various customers

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
