Job description

Introduction

The Department of Health Services, Division of Quality Assurance (DQA), Bureau of Assisted Living (BAL), Behavioral Health Certification Section (BHCS) is recruiting to fill a full-time Behavioral Health Facility Surveyor vacancy in the Southeastern Regional Office. DQA is responsible for protecting and promoting the health, safety, and welfare of residents living in and being cared for in regulated health care facilities.

This Position

  • Works remotely and must have access to both a private workspace and secure high-speed internet.
  • Requires approximately 50% travel throughout the southeastern region of Wisconsin, primarily in Milwaukee and Ozaukee counties, but may also include other regional travel as needed. Overnight stays may be required.

Position Summary

Requirements

As a Behavioral Health Facility Surveyor in BHCS, you will conduct program audits to certify compliance to state and federal requirements of inpatient and outpatient mental health and alcohol and other drug abuse and mental health services. You will:

  • Monitor programs and their activities to assure ongoing compliance with Chapter 51 of statutes and investigate complaints against improperly operating facilities and/or programs.
  • Provide technical assistance to facilities and/or programs, individuals and groups applying for program certification and in other matters relating to compliance requirements involving Wisconsin Administrative Codes.
  • Navigate the relationship between statute and administrative code requirements, public safety, including client rights, and the diversity of programs providing these services
  • Work with agency directors, physicians, psychologists, professional nurses and licensed mental health professionals in the program review and complaint investigation process.
  • Prepare to meet with Department leaders, professional service boards in other departments, testify in court, work with sheriff’s office and out-of-state health providers, and occasionally responds to legislators and larger Health Maintenance Organization representatives.

Salary Information

The starting pay is $29.35 to $33.80 per hour (approximately $61,000 to $70,300 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction. This position is classified as Health Services Specialist and is in pay schedule and range 12/63.

Job Details

  • All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
  • Must meet the requirements of the State of Wisconsin Fleet Vehicle Policy which requires a valid driver’s license, minimum two years of driving experience and must be 18 years of age or older. Additionally, the driving record must not reflect the following conditions: three or more moving violations and/or at fault accidents in the past two years, an OWI or DUI violation within the past 12 months, or suspension or revocation of the driver's license.
  • All appointees will be subject to DHS' flu-shot policy.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience auditing or reviewing practices and procedures (e.g., conducting interviews, writing reports based on findings, etc.).
  • Experience using computer programs such as Microsoft Office Suite for data entry, document creation, and report production.
  • Experience providing consultation, technical assistance, or guidance to internal or external partners regarding policies or procedures.

Well-qualified applicants will also have one or more of the following:

  • Experience investigating formal or informal grievances or complaints as part of job duties.
  • Experience interpreting or applying federal or State of Wisconsin statutes or administrative codes.
  • Experience, education, or training in mental health or substance abuse related field.
