COMPLIANCE SPECIALIST JOB SUMMARY: The Compliance Specialist works with other team members of TAM Residential’s Compliance team along with software technical support, training department, and property management operations team members to ensure properties within their assigned portfolio are fully compliant with Housing Tax Credit (LIHTC), HOME, Tax-Exempt Bond, HUD, HFC/PFC, and/or other affordable housing programs. Compliance Specialists perform a full range of resident file reviews, audits, utility allowance analysis, and reporting following regulatory requirements in combination with exercising independent judgement. DUTIES + RESPONSIBILITIES: Timely review of new applicant files and recertification packages for regulatory eligibility. Ensure all compliance files are within TAM Policy requirements, in compliance with program requirements and state Housing Finance Agency (HFA) guidelines. Conduct on-site or electronic compliance audits with results report summary and corrections resolution plan Utility allowance tracking and analysis. Income and rent limits tracking and analysis. Provide support and guidance to affordable operators in all aspects of regulatory compliance. Provide support and guidance to fellow Compliance team members as needed. Meet assigned deadlines in a timely manner. Accurately complete assigned compliance reports. Willingness to obtain industry professional certifications and other personal/professional growth opportunities. Host introduction training calls for on-site staff. Work collaboratively and effectively with regulatory housing compliance representatives. Communication and training of established Compliance policies and procedures at all levels. Ensure that the regulatory requirements set by states, affordable agency administrators, syndicators, asset managers and other pertinent entities to maintain compliance for affordable communities are met. Ensure sensitive data is secure and managed appropriately within the department and throughout the company following TAM Policy. Demonstrate high standards of conduct and ethics as well as appropriate judgement, independence, and discretion. SKILLS + ABILITIES: Strong written and verbal communication skills. Ability to read and comprehend complex legal documents including federal/state compliance regulatory agreements. Ability to work independently as well as collaboratively. Self-starter and adaptable to changing priorities/projects as needed or assigned. High standard of business judgement and professionalism. Demonstrated practices to handle complex, changing day-to-day matters. Demonstrated presentation skills with ability to effectively train others. Resourceful, effective problem-solving and creative-thinking skills. Demonstrated time management and efficient multi-tasking skills to meet deadlines. Proficient using Microsoft Office 365 applications – Teams, Word, Excel, Outlook, OneNote, PowerPoint. Proficient using Adobe Acrobat. Accurate data entry and proofreading skills. Knowledge of computer systems/software relevant to property management – Entrata, Yardi. EDUCATION + EXPERIENCE: Graduation from an accredited four-year college or university is preferred, but equivalent and relevant experience will be considered. The successful candidate for this job will have at least three (3) years of experience in a similar position. TDHCA experience is required. Current certifications or willingness to obtain one within first year from initial hire: Housing Credit Certified Professional (HCCP) Certified Occupancy Specialist (COS) or Assisted Housing Manager (AHM) Tax Credit Specialist (TCS) Specialist in Housing Credit Management (SHCM) Blended Occupancy Specialist (BOS) Fair Housing TRAVEL REQUIREMENTS: Must have own transportation, valid state issued driver's license and current liability vehicle insurance. Must be able and willing to travel. WORKING CONDITIONS: Physical attendance at assigned work location during scheduled business hours is required. Occasional overnight travel as assigned to attend company conferences, regional meetings and/or trainings. Ability to operate in an open work area with moderate everyday noise. Ability to work from multiple locations. Ability to perform other duties as required. PHYSICAL DEMANDS: Ability to frequently, and sometimes for long periods of time, sit, stand, climb and descend stairs, walk, extend arms and hands forward and overhead, using fingers to grasp, and carry. Must be able to bend, crouch, kneel, or stoop on occasion. Must be able to lift and carry up to 15 pounds. Must have up-close and distance vision. Please list what you need the person to do here.
