Job Summary
RIVA Solutions is seeking a Finance & Accounting Manager with deep Deltek Costpoint expertise to oversee and enhance our accounting operations, financial reporting, and post-award contract support. This leader will manage critical functions including charge code setup, accounts payable and receivable (AP/AR), payroll collaboration, and vendor management, ensuring full compliance with internal controls and federal regulations. This position plays a pivotal role in driving operational excellence, supporting strategic growth, and maintaining the financial health of the organization.

Key Responsibilities
Costpoint System Leadership
  • Serve as the Costpoint subject matter expert, ensuring accurate system configuration and optimal utilization.
  • Lead the creation and maintenance of charge codes aligned with contract requirements, funding modifications, and CLIN structures.
  • Oversee accurate timekeeping and expense reporting processes through Deltek Costpoint and related systems.
  • Maintain compliance with DCAA guidelines, internal audit protocols, and contractual billing requirements.
Accounting Management
  • Direct all Accounts Payable (AP) and Accounts Receivable (AR) processes, including invoice approvals, payment reconciliations, collections, and vendor setup.
  • Monitor cash flow, track outstanding balances, and manage aging reports to ensure fiscal efficiency.
  • Partner with the Payroll team to validate labor distribution, fringe allocations, and timesheet compliance.
  • Ensure timely month-end and year-end closings, maintaining complete and accurate general ledger entries.
Financial Reporting & Strategy
  • Produce, review, and present financial reports and dashboards to leadership and stakeholders.
  • Conduct variance analysis, track indirect rates, and provide recommendations for process improvement and cost optimization.
  • Support internal and external audits, preparing required documentation and responding to audit inquiries.
  • Assist in budget forecasting, proposal pricing, and historical cost analysis to support business development.
Cross-Departmental Leadership
  • Work collaboratively with Contracts, Program Management, HR/Payroll, and Business Development teams.
  • Develop and enforce financial policies, procedures, and internal controls to ensure compliance and scalability.
  • Manage vendor relationships, addressing discrepancies, coordinating with external stakeholders, and ensuring contract adherence.

Qualifications
  • Bachelor’s degree in Finance, Accounting, or related field; or equivalent work experience.
  • Minimum of 10 years of progressive accounting and finance experience and coming from a Government Contracting background.
  • Extensive hands-on experience with Deltek Costpoint, particularly with project setup, billing, AP/AR, timekeeping, and financial reporting.
  • Solid understanding of GAAP, FAR, and DCAA regulations.
  • Demonstrated ability to lead cross-functional projects and deliver results under tight deadlines.
  • Excellent problem-solving, communication, and analytical skills.
  • Proficient in Microsoft Excel (advanced functions), with working knowledge of PowerPoint and Word.

Preferred Qualifications
  • Experience managing finance operations in mid-sized to large federal contractors.
  • Familiarity with Deltek Time & Expense, Costpoint Payroll, and reporting integrations.
  • Exposure to proposal support, cost estimating, and pricing strategy.

Compensation
Salary Range: $100,000 – $120,000
