Job description

WWe are seeking an experienced OSP Permit Manager to oversee the permitting process for telecom projects on the East Coast.

As a senior member of the Engineering Department, the Permit Manager will play a pivotal role in driving permit strategy, optimizing workflow efficiency, and ensuring successful project execution across multiple jurisdictions.

The ideal candidate will bring leadership, strong regulatory knowledge, and the ability to manage cross-functional teams and agency relationships effectively. This role requires both strategic oversight and hands-on management of the permitting lifecycle.

Responsibilities

  • Lead the permitting team and manage the end-to-end permit process for OSP infrastructure projects;
  • Develop and implement permitting strategies to minimize delays and streamline approvals;
  • Coordinate and communicate with local, state, and federal permitting agencies to resolve issues and ensure compliance;
  • Monitor project timelines and permitting milestones, proactively identifying and mitigating risks;
  • Oversee the preparation, quality control, and submission of permit applications, plan sets, and related documentation;
  • Manage large-scale Joint Use Pole permit programs, including tracking submissions and responses via portals such as NJUNs, SPANS, and Alden One;
  • Collaborate with internal teams (engineering, project management, construction) to ensure alignment between permitting timelines and project schedules;
  • Provide regular reporting on permit status, timelines, and resource planning to senior leadership;
  • Mentor and support a team of permit specialists, providing guidance, training, and performance feedback.

Requirements

  • At least 5 years of permitting experience in telecommunications or utilities, including 2+ years in a leadership role;
  • Strong understanding of OSP engineering, permitting regulations, utility codes (including NESC), and municipal requirements;
  • In-depth knowledge of Joint Use practices and pole attachment processes;
  • Proficiency with project management and permitting software tools (e.g., Smartsheets, Excel, NJUNs, SPANS, Alden One);
  • Ability to create and review KMZ files, interpret maps, and track permit-related data across multiple platforms;
  • Excellent communication, leadership, and organizational skills;
  • Ability to manage multiple projects and priorities in a fast-paced environment;
  • Experience working collaboratively with diverse teams and external stakeholders.
