EDUCATIONAL QUALIFICATIONS:
Master's degree from an accredited college in Business Administration, or a related discipline (a combination of equivalent education and work experience may be considered).
EXPERIENCE QUALIFICATIONS:
A min of 2 years of experience in a rehabilitation, non-profit facility, or comparable setting in the area(s) of services to Federal customers under AbilityOne at the Project Manager level, or higher.
Proficiency with Microsoft Office suite and general computer operation is required.
Working knowledge of cost accounting and contract proposal preparation, Service Contract Act, Department of Labor wage and hour guidelines, human resource management,collective bargaining agreements, and organizational safety and quality.
Strong working knowledge of disability management and awareness.
Knowledge of the AbilityOne federal law.
Additional Preferred Qualifications: Project Management Certificate; Accounting; Safety Certification; Government Procurement; proficiency in UKG/ULTIPRO, INTACCT, or other HRIS/Finance and Accounting platforms.

POSITIONS SUPERVISED (or Team Lead responsibilities, if applicable):
Oversee all aspects of the Southern Region of the Government Services division, which includes the RSA Custodial Services; RSA/FBI GMC (RSA tenants, FBI facilities); RSA Administrative Services (RSA tenants, includes Admin, Badge/Vault Checking, and Mail); and Commercial Custodial Services (includes FBI Custodial, GSA Custodial, and multiple Huntsville locations).Track and monitor AbilityOne labor ratios, labor costs, supply costs, fixed assets, and other pertinent cost/expense data to ensure operations remain within budgetary and regulatory constraints. Submit financial, human resources, regulatory, and status reports to the appropriate Phoenix staff following established timelines and suspense. Establish relationships with respective contracting officers, contracting officer representatives, facility managers, SourceAmerica Account Managers, SourceAmerica Business Development Representatives, and local rehabilitation and disability service providers. Review and approve purchase requests and expenditures related to contract operations. Review and approve reimbursements and travel requests. Prepare and submit monthly contract invoices in INTACCT, Wide Area Workflow, IPP, GSA, and other third-party payment systems. Prepare contract proposals for initial acquisition and reacquisition, and prepare and submit requests for equitable adjustments for contract option years. Review and make recommendations on disciplinary and administrative actions following company policy or the governing collective bargaining agreement. Serve as a member of the Safety Committee. Prepare budget input and monitor budget execution to sustain financial success.Responsible for business development to expand our mission reach and impact. Work closely with the Regional Director West, Vice President of Services/COO, and Phoenix support staff to resolve administrative, personnel, pay, and other operational issues. This position is designated as a member of the Phoenix management team and will meet at a time and frequency to be determined later.
ESSENTIAL FUNCTIONS:
Operational management of all service work performed by employees in support of contractual obligations, within acceptable quality standards, within allowable cost, and within customer delivery requirements.
Operational management of all service work performed by employees of the Foundation and Phoenix Service, within legal, regulatory, and compliance guidelines, ensuring the safety and
well-being of the employees.
Identification, development, and costing of all service contracts in the Southern geographic area. Coordinate with the respective SourceAmerica Account Manager(s) for review and submission of proposals, and changes/additions to services on the AbilityOne Procurement List (PL).
Responsible for fostering positive relationships with the staff and customer base, handling all disputes and conflicts, and establishing policies for resolving personnel issues.
Responsible for resolving all service employee or customer complaints and problems.
Responsible for setting goals to achieve company strategic objectives. These goals are established to reach sales, production or consulting goals. The division manager must establish an evaluation process for evaluating progress toward the goal. This process will include both team and individual progress and performance reviews.
Responsible for assisting the accounting department with the creation of the division's annual budget, implementing controls over spending and procurement to ensure
adherence to the company budget, reviewing the budget often and complete variance reports for any unusual or unexpected expenses. Must report all spending to accounting and assist in the creation of departmental spending and financial reports.
Provide leadership and assistance to the division's team members by overseeing, reviewing and directing the actions of their team members' assignments and projects. Make sure
that their employees meet their goals and deliverable deadlines. Manage the communication and facilitate interdepartmental cooperation and shared work.
Responsible for recruiting, interviewing, and hiring of new staff and hourly employees and
implementing the training process for all new hires based on their job classification. Follow established policies for the proper filing, documentation and handling of all personnel training and administrative records and requirements. Ensure employees are properly trained and prepared for their work. Manage turnover and vacancies through proper selection and motivation procedures.
Work with the Executive Team, Management Team, and project managers to identify current and future needs and prepare the systems, procedures, processes, and communication to meet those needs.
Cooperate with other areas of the organization to communicate substantive and administrative information that supports corporate management overall.
Attend Phoenix board meetings if/when directed and provide operational updates for inclusion in board reports.
Identify and develop new opportunities within current lines of business. Identify opportunities to expand into new lines of business.
Travel availability as required. This will include, but is not limited to, travel to geographically dispersed areas covered by the contract, SourceAmerica conferences/training, and other locations as directed.
SPECIFIC RESPONSIBILITIES RELATED TO THIS POSITION MAY INCLUDE ANY OF THE FOLLOWING:
Operational oversight of the specified projects and the entire Southern Geographic Region. division.
