Terms of Reference

Purpose of project: Hire a national individual consultant to support the Livelihoods Unit in the implementation of the high-quality integration programme. The consultant will act under the supervision of the Durable Solutions Associate and the Livelihoods and Economic Inclusion Officer.

General Background of Project or Assignment:

In general, refugees, particularly Venezuelans, have been able to access the labor market in Brazil. However, this integration has primarily been in low-wage jobs with precarious working conditions, impacting their social and economic integration in the country. UNHCR's, as defined in the 2023-2025 livelihoods strategy, continues to play a coordinating role to ensure that refugees and other forcibly displaced people are included in the country`s public policies. In addition, it seeks to engage other organizations in the socioeconomic inclusion process of these populations, being civil society organizations, private sector, development actors, UN agencies, universities, among others. UNHCR works in complement to the established public policies and the actions being implemented by other partner organizations. The actions always take into account the connections between humanitarian and development actions, aiming the rapid self-sufficiency of the population ensuring a sustainable programming process. The Livelihoods Unit planning for 2025 focuses on projects and programs that encourage higher-quality local integration, complementing existing public policies, considering the specificities of each profile and the peculiarities of each state/region of the country. The high-quality programming aims to achieve increased engagement with the private sector, through expanding the Companies with refugee Forum by setting up local hubs of companies engaged with the employability of the refugees and forcibly displaced people, as well as the creation of local employability networks, facilitating job placement, vocational trainings focusing on women, Portuguese classes and entrepreneurship trainings.

Overall Purpose and Scope of Assignment:

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:
• Monitor the implementation of the quality integration program in coordination with other relevant Country Office units.
• Support the implementation of livelihoods projects such as Empowering Refugee Women. Activities are planned to take place in Boa Vista (RR), Porto Alegre (RS), Florianópolis (SC) and Brasília (DF). The support to the projects ‘activities will be remote.
• Support the implementation of the Companies with Refugees Forum regional hubs; The hubs planned for 2025 are in the states of Rio Grande do Sul, Amazonas and Paraná. The support to the Hubs activities will be remote.
• Produce communication materials and reports for the Companies with Refugees Forum Hubs strategy;
• Monitor job vacancies coming through the Companies with Refugees platform and make the necessary connections with employability organizations;
• Support the mapping of organizations that will integrate local employment networks, mainly in the states of Amazonas, Rio Grande do Sul and Paraná
• Elaborate written reports whenever necessary;
• Assist the network of organizations engaged with the access of refugees to employment opportunities in the prioritized areas according to the livelihoods programming;
• Perform other related duties as required.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

• Graduation in relevant areas of study, such as Journalism, Marketing, Social Communication, Public Relations, Advertisement, Law, Business Administration, International Relations, Social Assistance or related fields. Postgraduate studies in related fields are desirable.
• Minimum of 2 years of experience in writing reports.
• Proficiency in Portuguese, including excellence in grammar and writing. Advanced level of English. Practical knowledge of Spanish will be considered an asset.
• Excellent interpersonal skills.
• Excellent planning and prioritization skills.
• Excellent analytical and drafting skills.
• Experience as Individual Consultant for UN Agencies will be considered an asset.
• Knowledge of policies related to the protection and local integration of refugees in Brazil will be considered an asset.
• Specific work experience with refugee and migrant population, will be assessed as an asset.
• Specific work experience with the ESG (Environmental, Social and Governance) agenda and diversity and inclusion will be considered as an asset.

Eligibility:

Remuneration:

Language requirements:

Proficiency in Portuguese and Advanced level of English are essential. Working knowledge Spanish is desirable.
