Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

The Technical Program Manager role at Natcast offers an extraordinary opportunity to shape the future of semiconductor manufacturing in America. Leading critical programs at the cutting edge of technology development, this position directly impacts the advancement of semiconductor capabilities while orchestrating collaboration between world-class researchers, industry partners, and government stakeholders.
Responsibilities:
Lead complex technical programs across the semiconductor value chain from concept to completion.
Develop and implement research execution strategies to drive technological advancements.
Establish and maintain partnerships with research facilities to foster collaborative research efforts.
Develop comprehensive program plans with clear milestones, deliverables, and resource requirements.
Coordinate cross-functional teams spanning research, engineering, and manufacturing domains
Manage program risks, dependencies, and critical paths to ensure timely delivery
Facilitate effective communication between technical teams, executive leadership, and external partners.
Track program performance against established metrics and KPIs.
Drive continuous improvement of program management methodologies.
Represent Natcast in industry forums, consortium meetings, and stakeholder engagements.
Required Skills and Experience:
Master's degree in Engineering, Computer Science, or related technical field.
10+ years experience in technical project management within the semiconductor industry.
Demonstrated experience managing complex, multi-stakeholder technology programs.
Strong understanding of semiconductor technologies and manufacturing processes.
Excellent project planning, scheduling, and resource management capabilities.
Proficiency with program management tools and methodologies (Agile, Waterfall, etc.).
Experience working in collaborative research environments or consortia.
Superior communication, presentation, and documentation skills.
Proven ability to influence without authority across organizational boundaries.
Preferred Skills and Experience:
PhD degree in technical field
PMP or equivalent program management certification
Experience with public-private partnership initiatives
