Overview:

The Contracts Manager supports the contracts team by managing contracts through their lifecycle while handling administrative responsibilities to ensure smooth department operations.

Responsibilities:

Contracts Management

  • Support negotiation of and manage all aspects of contracts from proposal to close-out phase for your portfolio.
  • Serve as subject matter expert for contracts in your portfolio.
  • Develop relationships with internal and external stakeholders for your portfolio.
  • Update other systems as needed with contract data about your portfolio.
  • Manage contract-level risks and opportunities.
  • Maintain relationships with contracting offices.
  • Manage and advocate for CPARS.
  • Provide support as needed for other team members’ portfolios.
  • Keep Senior Contracts Manager apprised of key risks and opportunities.

Contracts Administration

  • Provide support, guidance and training to other company organizations (primarily Business Development, Marketing and Account Management).
  • Ensure contract management system (CCI) and contract document management system. (ContractWorks) are updated, engaging with other teams as needed to make updates for their portfolios.
  • Keep contract data updated in other systems (Unanet).
  • Manage inactive contract vehicles where Excella is the subcontractor.
  • Perform tactical functions such as document scanning, distribution, and some filing.
  • Support meeting all Contracts compliance requirements.
  • Coordinate with finance team on contract billing requirements.
  • Support audit preparation and responses.

Process Management

  • Assist in maintaining contract templates and clause libraries.
  • Implement and maintain selected contract playbooks and guidelines.
  • Maintain standardized templates and clauses.
  • Help develop and update contract procedures.
  • Support contract-related training to markets and applicable departments.

Business Development

  • Attend decision gates for pursuits in your portfolio.
  • Review RFPs/RFQs as necessary for pursuits in your portfolio.
  • Provide proposal content as necessary for pursuits in your portfolio.

Qualifications:

Required:

  • 7+ years as Contracts Manager in federal professional IT services firm.
  • Extensive knowledge of contracting concepts and Federal Acquisition Regulations (FAR).
  • Ability to quickly learn and apply company procedures.
  • Ability to effectively engage with internal and external stakeholders, facilitating collaboration across organizational lines, and adept at articulating complex or contentious topics to internal leaders.
  • Meticulous attention to detail and strong research skills.
  • Experience working with a variety of contract types such as Fixed Price (FP), Time & Material (T&M), Indefinite Delivery / Indefinite Quantity (IDIQ).
  • Ability to quickly adapt to changing priorities.
  • Ability to work in a team environment while also being able to work independently with limited oversight.
  • Strong organizational skills with attention to detail.
  • Proficiency with Microsoft Excel, PowerPoint, Word, and Outlook, Adobe Acrobat, SharePoint, and Unanet.

 

Desired Skills:

  • Experience with ISO 9001 and CMMI.
  • Subcontracts management experience.
  • Certified Federal Contracts Manager (CFCM) certification.
  • National Contract Management Association (NCMA) certification.
  • Experience with Mentor-Protégée Joint Ventures agreements.
