Job Summary

This entry-level management position oversees the daily operations, security, and maintenance of Health Share of Oregon’s technology infrastructure. The role involves managing IT support processes, assisting in implementing security measures, and ensuring smooth system operations. The individual will lead a small team, coordinate with vendors, and support infrastructure improvements while learning to manage IT projects and strategic initiatives.

 

Essential Responsibilities

Technical/Operations Leadership

  • Oversee IT infrastructure, including network, storage, and cloud systems, ensuring smooth operation and security.
  • Manage IT support services, ensuring timely resolution of technical issues.
  • Implement IT security protocols and monitor system vulnerabilities.
  • Ensure IT systems are updated, maintained, and aligned with business needs.
  • Develop and document IT procedures and best practices.

Strategic/Operational Planning

  • Assist Leadership in developing IT policies and procedures to support organizational goals.
  • Support IT planning initiatives and identify opportunities for system enhancements.
  • Assess risks and recommend improvements to IT security and infrastructure.
  • Collaborate with internal teams to align IT services with business needs.

Financial/Resource Management

  • Assist and participate in budget development in alignment with short- and long-term plans.
  • Ensures team efforts align with organization priorities in a dynamically changing environment. 
  • Ensures effective management of multiple internally developed and 3rd party applications critical to organizational operations.
  • Partners with resource directors and managers to maintain and continually improve the work management and intake processes.
  • Assist with decisions on resource allocations within budget, including people, finances, and timelines; make decisions on exceptions.

Relationship Management

  • Lead a small IS team, providing guidance, support, and mentorship.
  • Communicate effectively with team members and stakeholders to address IT needs.
  • Foster collaboration across teams to improve technology adoption and support.
  • Provide training and development opportunities for team members.

Employee Supervision

  • Manages team(s) and establishes team direction and goals in alignment with the organizational mission, vision, and values.
  • Identifies work and staffing models; recruits, hires, and oversees a team to meet work needs, using an equity, diversity, and inclusion lens.
  • Helps identify department priorities; ensures employees have information and resources to meet job expectations.
  • Assists with the development, communication, and oversight of team and individual goals; ensures goals, expectations, and standards are clearly understood by staff.
  • Manages, coaches, motivates, and guides employees; promotes employee development.
  • Incorporates guidance from Health Share equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.
  • Ensures team adheres to department and organizational standards, policies, and procedures.
  • Evaluates employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action).
  • Provide fiscal and productivity accountability for direct report teams, lead teams in fulfilling the requirements of Health Share's performance review system and ensure efficiency and effectiveness of the department's performance of their responsibilities.
  • Performs supervisory tasks in collaboration with Human Resources as needed.

Knowledge, Skills and Abilities Required

Knowledge:

  • Technical knowledge and leadership skills in the areas of information security, IT service management, datacenter technologies, cloud computing, network management, vendor management, and program evaluation
  • Strong knowledge of ITIL and ITSM
  • Working knowledge with one or more development frameworks (Agile, Waterfall, etc.)
  • Understanding of financial structures, fiscal responsibility, and the economic impact of business decisions
  • Knowledge of Managed Care concepts and Health Plan business processes preferred
  • Understanding of Medicaid and Medicare programs preferred

Education and/or Experience

Required:

  • Minimum 3 years’ relevant experience, including the following:
    • Leading teams accountable for infrastructure services, such as servers, networking, data centers, cloud services, service operations, information security, and vendor management
    • Leading teams accountable for enabling clinical and business consumers to have secure and reliable access to the systems necessary to support the enterprise
    • Leading teams through the adoption of standardized service management processes using ITIL
    • leading teams through the re-architecture of business-critical systems
    • Leading teams through cloud migration of business-critical systems
    • Leading and maturing a service organization in an environment of diverse stakeholders and dynamic priorities
    • One or more management frameworks (Agile, Waterfall, ITSM, etc.)

Preferred:

  • Minimum 1 year of experience in a lead or supervisory position with completion of CareOregon’s Aspiring Leaders Program
  • Experience with Azure cloud and “infrastructure as code” platforms
  • Experience with automation tools such as Microsoft Power Automate
  • Experience with Information Security frameworks such as the NIST CSF
  • Experience leading teams operating within a structured framework such as ITSM or ITIL
  • Experience with Electronic Health Records
  • Experience working in health care payer/managed care organizations
