Job description

Job Description:
  • Assist the the federal client on an as-needed for the Department’s Content Management System (DOTCMS) that contains IBM FileNet, IBM WebSphere, and Oracle Software Components, with customization developed using IBM Rational Developer
  • Administrator Support including installation and configuration of software upgrades and patches, troubleshooting issues, and system administration of the DOTCMS application.
  • Troubleshooting and resolving time-sensitive issues through testing and interaction with users.
  • Analysis, including documenting the problem and recommending alternatives.
  • Repair and subsequent testing of any software bugs related to the IBM FileNet and Oracle Software Components.
  • Preparing and executing unit testing related to bug fixes.
  • Provide documentation, if requested, on tasks assigned that deal with performance monitoring, migrations and deployment of patches and version upgrades and other miscellaneous system tasks.
  • Assist in the migration of software needed to fix bugs.
  • Performing all tasks using the DOT system development methodology and established IT best practices.
  • Provide Information Technology staff with training and documentation on newer version of the software used by DOTCMS.
Response Time within Business hours:
  • Must be able to respond during normal business hours from 07:00 to 16:30 Hawaii Standard Time, Monday through Friday.  After hours fall outside the hours stated above.
  • Support for trouble calls and other unexpected problems will include the hours listed in A. as well as after-hours when the need arises.
  • For severe problems acknowledgement, must be received by telephone within one (1) hour at most, and must be able to respond remotely within two (2) hours. Examples of severe problems include Production application downtime and the corruption of Production files and/or tables.
  • For less severe problems acknowledgement must be received by telephone within four (4) hours, and must be able to respond remotely within twenty-four (24) hours.  Less severe problems include issues impacting the Development and Test systems.
Response Time outside Business hours:
  • For severe problems acknowledgement, must be received by telephone within two (2) hours at most, and must be able to respond remotely within four (4) hours.
  • For less severe problems acknowledgement must be received by telephone within eight (8) hours, and must be able to respond  remotely within twenty-four (24) hours.
  • If the Candidate responds to issue remotely, he or she must be able to communicate effectively with State Technical staff.  Will need to document resolution of issues and transfer knowledge to State IT staff.
Additional Information:
  • Backend database is Oracle version 12.2.0.1.  The databases are on ODAs running Oracle Linux. 
  • We have a production, test and development systems. The Content engine, Content Search Service and Content Navigator on our Virtual NUTANIX servers.
  • The environment is not a cloud environment.
  • Server are monitored by SolarWinds.
  • Access is only local within the Department’s network.
  • Version of FileNet is 5.5.6 using ICN version 3.0.9.
  • No FileNet workflow functionality used in this environment.
  • Please include all your taxes and other charges in your hourly rates.
  • There will be no new development just support on as need basis.

Requirements
Qualifications & Experience:
  • Candidate should have their own workstation/laptops that have Microsoft 365 software including MS Teams. 
  • Candidate must have recent OS patches and must have Anti-Virus software loaded.
  • At least six (6) years IBM FileNet Content Management system administration experience within the past six (6) years. Must have current experience with FileNet version 5.5+
  • At least six (6) years of experience in using the Rational Application Developer tools within the past six (6) years to maintain FileNet suite customizations.  Must have current experience in using IBM Rational Application Developer for WebSphere version 9.7+.
  • At least six (6) years of experience using Java J2EE and JavaScript technology, using a version control utility to manage code versioning.
  • At least six (6) years of experience using XML.
  • At least six (6) years Microsoft Windows server, six (6) years’ experience working with Oracle databases.
  • At least six (6) years working experience with servers in a virtual environment.
  • At least six (6) years working experience directly with technical and end-user staff in troubleshooting and resolving issues.
  • FileNet and Oracle Database Application/Administrator Certified Professionals would be preferred
