Job description

Trilogy Federal is seeking a DevOps Coach to support the Department of Veterans Affairs (VA). The ideal candidate will bring expertise in DevSecOps practices, Agile methodologies, and IT system sustainment, with a focus on guiding cross-functional teams to streamline systems, enhance scalability, and ensure secure, efficient delivery of VA corporate IT services. This role requires a motivated, client-focused individual to join our collaborative team in a fast-paced environment, with a strong emphasis on mentoring and fostering continuous improvement. 

The selected DevOps Coach will hold an active SAFe DevOps Practitioner (SDP) certification and possess hands-on experience in federal IT environments, preferably with the VA or similar large-scale agencies. This position will support the design, build, operation, and maintenance of VA corporate systems, including legacy applications and modern DevSecOps initiatives, ensuring compliance with VA’s Veteran-focused Integration Process (VIP) Lean-Agile framework and security standards.
 
Please note this position is contingent upon award (Q2/Q3 2025), and may require occasional customer site visits in D.C.

Primary Responsibilities:
  • Coach and mentor cross-functional teams, including developers, engineers, architects, and analysts, in adopting and refining DevSecOps practices to support VA corporate IT systems, ensuring continuous improvements in quality, responsiveness, and release consistency 
  • Facilitate the implementation of Agile software development and Continuous Integration/Continuous Delivery (CI/CD) pipelines, leveraging VA-approved tools (e.g., Jenkins, GitHub, Azure DevOps) to streamline system development and sustainment 
  • Guide teams in aligning with the VA Veteran-focused Integration Process (VIP) Lean-Agile framework, promoting Veteran-centric IT delivery and ensuring adherence to SAFe principles for enterprise-scale projects 
  • Provide expertise in key technologies critical to CCSS 2, such as Amazon Web Services (AWS), Microsoft Azure, Java, SQL Server, and Oracle Database, to enhance system scalability, availability, and security 
  • Lead training sessions and workshops to upskill team members on DevSecOps methodologies, tools, and best practices, fostering a culture of collaboration and innovation aligned with VA OIT’s DevSecOps initiative  
  • Collaborate with the Program Manager and Solution Architects to integrate Artificial Intelligence (AI) and emerging technologies into development processes, preparing teams for global trends like AI-driven code testing and automation 
  • Support the development and maintenance of product enhancements, ensuring infrastructure support and end-to-end functionality meet VA stakeholder expectations  
  • Assist in documenting and managing product planning, design, engineering documentation, and user guides within VA-approved toolsets (e.g., Jira, GitHub, ServiceNow), ensuring full traceability of requirements, changes, and test results  
  • Advise on risk management and mitigation strategies related to DevSecOps processes, ensuring compliance with VA security and privacy requirements (e.g., FISMA, NIST, FIPS 140-2)  
  • Participate in Agile ceremonies (e.g., sprint planning, retrospectives) and contribute to biweekly status reporting, highlighting progress, impediments, and solutions for DevSecOps-related tasks  
  • Support Trilogy’s corporate initiatives by mentoring junior staff, contributing to staff development, and promoting best practices that enhance company growth and client satisfaction  

  • Minimum Requirements:
  • Bachelor’s degree in Computer Science, Information Technology, or a related field. 
  • SAFe DevOps Practitioner (SDP) certification required. 
  • 5+ years of experience in DevOps or DevSecOps roles, with a focus on IT system development, sustainment, and modernization, preferably in federal or VA environments. 
  • Proven expertise in Agile methodologies, CI/CD pipelines, and key technologies such as AWS, Azure, Java, Jenkins, GitHub, and SQL Server  
  • Strong coaching and facilitation skills, with the ability to train and mentor diverse technical teams in a fast-paced, rapidly changing environment 
  • Excellent communication and interpersonal skills, with the ability to explain complex technical concepts to varied audiences, including VA stakeholders and end-users 
  • Familiarity with VA security standards (e.g., FISMA, HIPAA, NIST) and the VIP framework is highly desirable 
  • Proficiency in tools such as Jira, GitHub, ServiceNow, and MS Office Applications (Word, Excel, PowerPoint, Visio, SharePoint)  
  • Flexibility to adapt to evolving requirements and travel occasionally to VA sites in Washington, D.C., as needed  
  • The ability to obtain a Public Trust Clearance

  • Preferred Qualifications:
  • Master’s preferred
  • Additional certifications such as AWS Solutions Architect (Associate) or Azure DevOps Engineer (Expert) preferred.
