Compensation: CA, WA D.C., NY, MD VA, NJ Minimum $129,200 – Maximum $161,500 per year
All other states: Minimum $109,800 per year – Maximum $137,300 per year

THE ROLE:
The SEMI Foundation is seeking an experienced and mission driven Senior Manager, Finance and Compliance with excellent financial, organizational and communications skills. This position will work closely with the Foundation’s Executive Director, Program Staff, and the Grant Compliance Team. Activities include federal, state, and internal financial reporting, complex data analysis reconciliations of fund sources, as well as ongoing systems maintenance, updates, and improvements. This position also provides budgeting, forecasting, financial analysis, and support to various teams across the organization to ensure programs are being delivered in accordance with federal regulations and contractual requirements. Additional assignments may include grant budget analysis and application preparation, grant compliance and oversight.
This is a full-time position which reports to the Executive Director, SEMI Foundation. This position will manage a small team of contract, compliance, and admin staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Develops future year budgets by working with Foundation leaders, program managers, and SEMI Finance and Accounting staff. Develops assigned department and program budget and financial plans. Perform complex financial analysis with an understanding of 501c3 non-profit revenues and expenses. Analyze feasibility of various funding plans.
- Takes initiative to identify budget related problems and issues; develops options for the resolution of the problems and options to prevent re-occurrence of problems; reviews and recommends budget revisions; alerts leaders and program managers of budget concerns; develops and reviews options for using different fund sources; works with program managers to bring budgets into compliance with SEMI policies and procedures, state and federal law. Analyze and verify cost allocations (direct and indirect) to ensure accurate financial reporting.
- Monitor and analyze program performance against budget, identifying risks and opportunities with regard to revenue, expenditures and other financial issues and prepare monthly management briefs. Provide trend and forecast analysis of resources to support managerial decision makers. Maintain and improve tools for accurate financial forecast projections and business planning exercises. Identify emerging issues and make recommendations on corrective action.
- Provide financial management of multiple federal, state and local funding sources. Monitor grant spending to ensure alignment with budgeted resources, regulatory compliance and funder guidelines. Assists Foundation staff to keep their financial activities in compliance with State and Federal requirements, SEMI policies and guidelines, negotiated contracts, and grant and other fund source requirements both in developing and revising budgets.
- Prepares recommended budgets and performs special projects such as preparation of financial information guides and ongoing financial reports for dissemination to the board and stakeholders. Provide data support related to internal and external auditors.
- Develops, analyzes, researches, and interprets various types of data, including financial, staffing, and enrollment information, market, and regulations; reviews proposed program changes to assess financial impact on the Foundation; provides advice and guidance to program managers and Foundation leaders by responding to inquiries and questions related to budget.
- ·rains and assists program managers, and other departmental staff to read and interpret budget/financial reports, uses finance related technologies and tools provided by SEMI, manages within budget constraints and funding requirements, to understand budget development and other financial processes.
- Identify opportunities for improving financial systems, tools, and processes to increase efficiency and control. Develops and recommends changes in Foundation funding and staffing policies and procedures.
- Demonstrated ability to navigate complex, decentralized organizational structures, balancing multiple priorities and engaging cross-functional teams to drive alignment and execution.
- Support the pre-award application and post-award processes of grants.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in financial management, public administration or a closely related field, or equivalent combination of education, training, and work experience.
- Five years of experience in grant financial & compliance management/budget/financial/policy analysis or related work.
- Demonstrated expert level skills in financial analysis and reporting using budgeting software and spreadsheets (Microsoft Excel).
- Proficiency in using general office software applications including Microsoft Excel, Word PowerPoint.
- Tech-savvy, familiar with financial systems and willingness to learn new software.
- Experience developing policies and procedures.
- Strong communication skills, with the ability to work cross-functionally and build relationships across departments, use oral and written communications addressed to a variety of audiences; Developing technical presentations.
PREFERRED QUALIFICATIONS:
- Previous experience working with nonprofit and grant funded programs and single audit.
- Working knowledge of 2 CFR 200 and federal funding regulations
- Familiarity with the microelectronics/semiconductor industry
