Program Manager, Personnel Services Delivery Redesign (PSDR)  

Strategic Resources, Inc. SRI is seeking committed and passionate professionals to provide critical resources and information to support Service Members and their Family Members. 

Overview: The US Army Installation Management Command (IMCOM) is seeking resources to provide Military Human Resources Support (MHRS) commonly referred to as “Personnel Services Delivery Redesign (PSDR)” to all supported and tenant units at the installations. This support includes services such as Electronic Military Personnel Office (eMILPO) operations, Soldier Readiness, Strength Management, Separations, Retirement Services, Reassignment Processing, Casualty and Mortuary Affairs Operations, In/Out Processing, Military Personnel File Maintenance, Military Orders, Sponsorship Management, and other MHRS services, along with associated Information Technology (IT) support for these tasks. This applies to all active duty Soldiers and select US Army Reserve (USAR) and US Army National Guard (USARNG), Students, and Trainees on the installation. High quality, timely, and efficient MHRS shall be provided to all eligible Soldiers, trainees, Retirees, and Family members. Also includes Identification (ID) card services for contractors and civilian employees. Actions processed shall be accurate and in accordance with the terms and conditions of the Human Resource (HR) Solutions Multiple Award Task Order Contract (MATOC).  

Tasks & Responsibilities: 

Lead the delivery of Military Personnel Division (MPD) services to the US Army IMCOM ensuring the requirements of the contract are met, all performance monitoring obligations are fulfilled and service is compliant with all Army regulatory requirements and directives, SRI’s Quality Management System (QMS) and other audit requirements. Develop a detailed project plan to monitor and track progress. Ensure resource availability and allocation. Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques. Ensure all deliverables are on-time, within scope and within budget. Measure project performance using appropriate tools and techniques. Perform risk management to minimize project risks. Identify and develop improvement opportunities that will enhance ongoing service delivery. Leverage Army HR expertise to identify innovative opportunities that will also enhance service delivery and customer satisfaction. Maintain regular communication with Army IMCOM, installation Points of Contact (POCs) and Regional Leads supporting both client and staffing inquiries and concerns. Report all data security Personal Identification Items (PII) breaches direct to IMCOM HQ. 

Required Skills, Education, Experience & Abilities:  

  • Bachelor’s Degree 
  • PMI Program Management Professional (PMP) Certification 
  • National Agency Check with Inquiries (NACI)
  • Minimum five years’ experience in managing DOD MHRS 
  • Former Military Officer (Field Grade a plus)
  • Experience in the Army Human Resources Command or Army G-9/G-1
  • Experience with PSDR related activities preferred
