All other states: Minimum $137,800 per year – Maximum $172,200 per year

THE ROLE:

The SEMI Foundation is seeking an experienced and mission driven Program Director – Workforce and Education Alliance with excellent leadership, organizational and communications skills to work with Foundation leadership to conceive, organize, promote, and implement a national alliance for semiconductor workforce and education efforts.  We are looking for a seasoned professional who has a keen understanding of the workforce development and higher education fields as they relate to the microelectronics industry and who is eager to contribute to building this new network from the ground up and supporting and bolstering new and seasoned practices and programs across the country. The Director will be responsible for building and strengthening relationships with industry, academic institution networks, and workforce partners; overseeing the team creating a digital portal for educational assets; supporting broad industry image and awareness strategies; supporting regional leadership in their place-based workforce development efforts; and supporting SEMI member companies in their efforts to attract, hire, train, and retain an expanded workforce across the US.


In addition to overall leadership of the national alliance, the Director will oversee a portfolio of regionally based consortia that include workforce development partnerships, networks, industry, and institutions that operate education, training, and career awareness programs. This person will work with the Foundation team in designing and realizing broader strategic goals, such as incubating pilot programs, identifying synergies among programs and regions and between SEMI Foundation efforts and alliance activities, and building the SEMI Foundation’s capacity to serve and support workers and employers nationwide. 


The Director will work in close collaboration with a wide range of external stakeholders, including employers and industry consortia, unions and labor councils, training providers, secondary and post-secondary education, community-based organizations, and staff from local, state, and federal government agencies. The successful candidate will bring significant strategic leadership, project management, organizational, and interpersonal skills to the table. The Director will be able to align organizations in the private and public sectors to leverage resources and to create partnerships that support employers participating in apprenticeship collaboratives and other programs.


The ideal candidate is self-managed and able to work as part of a team; highly collaborative and willing to be transparent about their work process and generous in sharing their knowledge; brings expertise, humility, and curiosity to their leadership in equal measure, and has superior communication skills.  


The Director will need to be creative, energetic, and able to thrive in a fast-paced environment with multiple deadlines and projects at any given time. 


This is a full-time position which reports to the Executive Director, SEMI Foundation. This position will manage a team of national positions


CORE QUALIFICATIONS AND EXPERIENCE: 

  • Extensive experience in and keen understanding of the workforce development field, including managing industry-led, worker-centric programs with multiple partners across regional networks
  • Deep experience with, and understanding of, the educational landscape in the United States at all levels, including community colleges, public and private universities, K-12 education, career and technical education, and the adult education system. 
  • Experience in strategic and project planning, project implementation, and coordination of organizations to drive consensus and meet project goals
  • Experience with designing, developing, managing, and overseeing large-scale national programs focused on workforce development and/or educational networks. 
  • Working knowledge of the state and federal workforce development system and local workforce development boards, including role of workforce system in education 
  • Extensive experience in managing and allocating large budgets effectively to achieve organizational goals.
  • Capacity to oversee and facilitate meetings with individuals at all levels of management and responsibility
  • Proven track record of relationship and coalition building across organizations with competing priorities
  • Ability to guide, manage, direct, and execute, with the drive to establish early wins and advance an ambitious program of national impact 
  • Exceptional leadership and management experience, especially when it comes to leading a diverse team of direct reports working remotely
  • Demonstrated ability to navigate complex, decentralized organizational structures, balancing multiple priorities and engaging cross-functional teams to drive alignment and execution.
  • Highly developed written and oral communication skills; high comfort and facility in developing presentations and public speaking
  • High cultural competence and experience working with and supporting all Americans
  • Availability to travel nationally (roughly 20% of time) on a regular basis with prior approval while maintaining a self-imposed work schedule without direct supervision
  • Working familiarity with organizational contracts, budgets, project plans, and proposals for funding opportunities

PREFERRED QUALIFICATIONS: 

  • BS/BA degree or relevant experience 
  • 5-8+ years of workforce development experience in management and leadership 
  • Experience in proposal writing and/or management
  • Experience working with military members transitioning into civilian life, veterans, and their families
  • Experience in the microelectronics/semiconductor industry

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • In collaboration with Foundation leadership, oversee the design, development, and implementation of the national alliance
  • Manage, analyze, and support development of regional consortia
  • Work collaboratively with SEMI Foundation partners to build the capacity of employers, labor organizations, workforce systems, and educational institutions to strengthen and enhance training programs
  • Serve as a thought partner on the leadership team to help inform SEMI Foundation growth, strategy, programs, and initiatives; meet regularly with industry, government, and workforce leaders to build relationships and expand opportunities
  • Ensure the integration of other SEMI programs, as appropriate, into the alliance
  • Interface with local, regional, state, and federal government agencies to build relationships, provide thought partnership, and advocate for microelectronics workforce development and the inclusion of programmatic efforts and resources into new and existing initiatives
  • Support, oversee, and coordinate program staff to ensure strong teams, strong organizational culture, and excellent work products
  • Oversee the gathering of strategic information for assessments regarding the evolving workforce development needs and limitations to growth in industry companies 
  • Monitor progress on programs to ensure milestones and outcomes are met

  • Appropriate governance structures and processes are established to facilitate effective working relationships among all participating organizations
