Job description

LTSis seeking an experienced Chief Data Officer (CDO) overseeing the management, governance, and strategic use of health-related data within the DoD's health systems. The role is critical in ensuring that health data across military services, including medical readiness, personnel health, and mission-critical health-related data, is properly collected, analyzed, secured, and leveraged to support mission outcomes. The CDO will provide strategic leadership in managing health data infrastructure, ensuring the availability, integrity, and security of health information systems.

Duties & Responsibilities

  • Lead the DoD’s data management and analytics strategy to improve health readiness for military personnel.
  • Set and oversee data governance standards, policies, and procedures across all DoD health-related data systems.
  • Establish and enforce data governance frameworks that ensure the accuracy, privacy, and security of health data.
  • Ensure compliance with federal laws, regulations and standards related to health data management and security.
  • Oversee the implementation of data privacy measures, protecting sensitive personnel health information from unauthorized access or breaches.
  • Develop and optimize systems for real-time data collection, analysis, and reporting to enhance readiness metrics and healthcare performance.
  • Utilize health data analytics to improve medical outcomes, optimize resource allocation, and identify emerging health trends that could impact military readiness.
  • Promote data-driven decision-making within DoD medical teams and leadership.
  • Collaborate with IT teams, health professionals, military services, and external stakeholders to ensure alignment of data management priorities.
  • Lead cross-functional teams to tackle complex challenges related to health data analytics, reporting, and technology adoption.
  • Present regular briefings to senior military and civilian leadership on the status of health data initiatives and readiness outcomes.
  • Provide training and guidance to staff on data management best practices, data quality, and use of analytics tools.

Required Skills & Qualifications

  • Must be a U.S. citizen.
  • Bachelor's degree in Health Informatics, Data Science, Information Technology, or related field.
  • Extensive experience in data management or health informatics, with a significant focus on healthcare data in complex organizations (military or government experience preferred).
  • Proven experience leading large-scale data initiatives, particularly in health-related data systems.
  • Strong understanding of federal regulations concerning health data (HIPAA, 21st Century Cures Act, DoD security requirements, etc.).
  • Expertise in data analytics, business intelligence tools, and health IT systems (e.g., Cerner, MHS Genesis, etc.).
  • Familiarity with DoD-specific data systems and operational frameworks.(preferred)
  • Experience with military health readiness systems or working in a government health environment. (preferred)
  • Exceptional leadership, communication, and stakeholder management skills.
