About the position:

The Monitoring and Evaluation (M&E) Manager role is a critical position within the Technical Unit of Global Programs at Americares. The primary focus of this position is to serve as a specialist in integrating Americares’ monitoring, evaluation, learning, and reporting mandates into operational plans and institutional strategies. Reporting directly to the Director of MERL, the M&E Manager will actively support program teams in designing and delivering high-quality programs.

The role involves ensuring the effective implementation of monitoring and evaluation commitments across Americares’ global programs. This includes establishing and maintaining robust M&E systems, overseeing their implementation, and facilitating accurate and timely reporting. The Manager plays a vital role in supporting program managers to deliver impactful programs that achieve desired outcomes.

As Americares expands the current M&E team into Monitoring, Evaluation, Research, and Learning (MERL), the Manager will be instrumental in developing internal processes. These processes will align project designs with Americares’ internal standards, linking M&E findings to learning and adaptive decision-making. The role will also be central in advancing knowledge management across program teams and projects while contributing to thought leadership initiatives, including research and publication efforts.

Additionally, the Manager will collaborate with program teams to develop high-quality proposals, emphasizing robust plans for monitoring and evaluation. They will also play a key role in quality assurance by supporting the Director of MERL in developing and implementing policies, procedures, and guidelines related to performance management.

Key Outcomes:

In the first 90 days , the Manager will:

  • Begin to develop an understanding of Americares' monitoring, evaluation, research, and learning framework, including tools, templates, and processes used across programs.

In the first 6 months , the Manager will:

  • Demonstrate a comprehensive understanding of Americares' monitoring, evaluation, research, and learning framework, including tools, templates, and processes used across programs.
  • Demonstrate ability to work with effectively cross-functional teams, including program leads, MERL colleagues, and external partners, to understand their expectations, needs, and perspectives on MERL integration.
  • Begin independently c ontributing to a ctive p rojects by p rovid ing support to at least one active project through data analysis, reporting, or indicator tracking.
  • Develop an i ndividual w ork p lan in coordination with the Director of MERL to outline priorities and objectives for the next 6–12 months based on organizational and program needs.
  • Begin to b uild f amiliarity with d onor r equirement s through a r eview the specific monitoring and reporting requirements of major donors funding Americares projects to ensure compliance and alignment with program deliverables.
  • Demonstrate proficiency in Americares Knowledge Management Systems

In the first year, the Manager will:

  • Successfully complete key MERL deliverables for several projects.
  • Complete a thorough review of ongoing M&E activities, including existing log-frames, indicators, monitoring plans, and evaluation timelines for current programs.
  • Assess current MERL systems and practices to identify potential gaps or areas needing immediate improvement.

Duties and Responsibilities:

Program Monitoring and Evaluation (45%)

  • Support Global Programs teams in developing log-frames, monitoring plans, and data collection metho do logy and tools.
  • Assist program managers in monitoring project implementation, analysis, and performance tracking.
  • Oversee the implementation of collaborative baseline assessments, evaluations, and learning activities, including identifying and sub-granting evaluation partners.
  • Assist in developing databases, drafting reports, and generating data visualizations for reports and presentations.
  • Share best practices for project monitoring and evaluation aligned with global guidance in thematic health areas.
  • Assist in interpreting the results and impact of program activities, conveying that information to programs teams and senior leadership, and facilitating internal information dissemination for critical program and policy decisions.
  • Support for project monitoring and evaluation, including annual report reviews, participatory impact assessments, process monitoring, operation monitoring, and lessons learned workshops.

Program Design and Proposal Development (25%)

  • Compile, organize, and distill project outcomes and M&E results to program teams to improve their projects and new program development.
  • Review new project designs or adapted project designs to ensure program activities align with recommended indicators and measured design impact.
  • Contribute to the proposal planning process, determining preliminary assignments, and facilitating team conversations.
  • Review proposal documentation for a complete understanding of proposal submission requirements.
  • Contribute to grant proposals, including assembling research, data collection, writing, supporting materials, and developing and reviewing the list of indicators,
  • Support the development of the programmatic theory of change (TOC) for new proposals and projects.
  • Develop M&E tools, including surveys, focus group discussions, and datab ases.
  • Support the business development and programs teams on project design, including quantitative and qualitative analysis, to ensure quality proposal development.
  • Support budget development processes, ensuring that proposed activities for M&E efforts are accurately and sufficiently costed .
  • Provide technical support on research initiatives.

M&E Team Development and Organizational Data Analysis (20%)

  • Assist in developing M&E guidance (tools, templates, how-to notes, and examples) to facilitate institutional requirements on performance measurement.
  • Contribute to building the program team’s capacity to analyze synthesize and disseminate information regarding the impacts of Americares programs through the systematic application of M&E principles including regul ar quantitative and qualitative analysis.
  • Support the implementation of the organization’s monitoring and evaluation system and capacity building of program staff in country offices.

Communication and Sharing (10%)

  • Prepare materials for M&E presentations and briefings, as well as deliver formal and informal M&E presentations as assigned.
  • Provide advice that is timely, responsive, accurate, respectful, and culturally appropriate to internal and external clients.
  • Develops and establishes relationships with external organizations as needed.
  • Actively contribute to and engage the global work community of M&E teams by moderating M&E discussions.
  • Maintain current knowledge on state-of-the-art performance measurement tools and techniques, both inside and outside of the organization.
  • Other duties and responsibilities as assigned

Degrees and/or experience required for the role:

  • A bachelor's degree in public health or related field
  • 3 -5 years of related work experience in managing monitoring and evaluation activities

These competencies are required for the role:

  • Demonstrated M&E experience in NGOs or other organizations implementing health programs , including mental health, maternal and child health, non-communicable diseases, or health system strengthening.
  • Demonstrated experience with M&E on grants funded by bilateral and/or multilateral financing organizations.
  • Demonstrated experience with metrics and measurement in respect to program design and project implementation monitoring.
  • Demonstrated ability in designing and developing health program surveys and designing adequate health indicators and internal monitoring systems for various programmatic settings
  • Demonstrated experience using qualitative and quantitative methodologies in low resource settings and using statistical methods and software.
  • Experience with USAID or other major donor organizations.
  • Experience with CommCare , Open Data Kit (ODK), DHIS2 and/or developing data visualization in Tableau.

US work authorization and an ability to travel domestically and internationally 15-20% of the time is required for this role.
