Job description

Position Summary:

The Accounting Manager will manage all aspects of the accounting function, including client billing and collections, vendor accounts payable and disbursements, payroll processing, and regulatory compliance (including LGU, PEZA, and BIR requirements).

Additionally, this role will oversee the preparation and analysis of financial reports, the implementation of monthly closing activities, and ensure the accuracy and timeliness of all financial information for decision-making and compliance with local tax and regulatory authorities. The position requires a highly organized and detail-oriented professional with a strong background in accounting and financial management.

Key Responsibilities:

1. Billing and Collections (Client-related)

  • Manage the end-to-end billing process, ensuring accurate, timely, and compliant invoicing for clients.
  • Oversee the management of accounts receivable, ensuring collections are timely and overdue balances are minimized.
  • Resolve any billing discrepancies by collaborating with internal teams (e.g., Account Management, HR, Recruitment, etc.) and clients.
  • Monitor aging reports and take appropriate action to improve cash flow.
  • Implement strategies to improve the efficiency of the billing and collection process.

2. Accounts Payable and Vendor Disbursements

  • Supervise the accounts’ payable function, ensuring that all vendor invoices are processed accurately and paid on time.
  • Ensure compliance with company policies, contracts, and vendor terms during the disbursement process.
  • Maintain vendor relationships and resolve any issues related to payment discrepancies.
  • Oversee the preparation of monthly accounts payable schedules and ensure timely reporting.
  • Ensure proper documentation and approval of all vendor payments and disbursements.

3. Payroll Processing

  • Manage the end-to-end payroll processing, ensuring that all employees are paid accurately and on time, in compliance with local laws.
  • Verify timesheets, calculate payroll deductions, bonuses, commissions, and ensure proper handling of taxes.
  • Ensure compliance with payroll-related regulations, including statutory benefits (e.g., SSS, PhilHealth, Pag-IBIG) and tax laws.
  • Coordinate with HR for updates on employee records and classifications for payroll processing.
  • Collaborate with HR and Business Development teams to resolve payroll disputes, address escalations, and troubleshoot payroll system issues.
  • Identify and escalate any recurring payroll issues to the appropriate departments for process improvements and resolution.

4. LGU, PEZA, and BIR Compliance and Audit

  • Ensure compliance with local government unit (LGU), Philippine Economic Zone
  • Authority (PEZA), and Bureau of Internal Revenue (BIR) regulations, including tax filings, payments, and documentation.
  • Prepare and submit required tax returns, including VAT, Income Tax, Withholding Tax, and other relevant tax filings in accordance with BIR requirements.
  • Ensure timely submission of compliance reports and payments related to LGU and PEZA tax incentives, if applicable.
  • Liaise with government agencies for audits, clearances, and tax-related matters.
  • Manage internal and external audits, ensuring all financial and tax-related documentation is complete, accurate, and available for inspection.

5. Financial Reporting

  • Oversee the preparation of accurate and timely financial statements, including balance sheets, income statements, and cash flow statements.
  • Implement and manage the monthly closing process, ensuring timely and accurate preparation of financial results.
  • Review and reconcile accounts, including bank, cash, accounts receivable, accounts payable, and general ledger accounts.
  • Ensure all necessary journal entries are recorded, including accruals, adjustments, and reclassifications.
  • Ensure that all necessary financial data is available for the monthly closing.
  • Work closely with other departments to resolve any discrepancies prior to closing.
  • Manage group reporting tasks, ensuring accurate consolidation and reporting of financial results for the entire organization.
  • Coordinate with subsidiary or branch accounting teams to ensure alignment and consistency in financial reporting.
  • Oversee the preparation of the consolidated financial statements for the group, ensuring compliance with group accounting policies.
  • Assist in the preparation of monthly, quarterly, and annual financial reports for management and stakeholders.
  • Analyze financial performance and provide insights to management on cost control, profit margins, and other key financial metrics.
  • Ensure compliance with financial reporting standards (e.g., PFRS) and company policies.
  • Coordinate with external auditors and assist in the annual audit process, ensuring all required information is provided.

Additional Responsibilities:

  • Lead and manage the accounting team, providing coaching and development to staff.
  • Collaborate with other departments, such as HR, Account Management,
  • Recruitment, Admin, Business Excellence and other related departments, to ensure smooth financial operations and compliance.
  • Develop and implement internal controls and process improvements to enhance the efficiency and accuracy of the accounting functions.
  • Assist in budgeting, forecasting, and financial planning processes.
  • Stay updated on changes in accounting regulations, tax laws, and compliance requirements to ensure the organization remains compliant.
  • Act as the decision-maker for day-to-day accounting operations and address any urgent financial matters.
  • Serve as the point of escalation for any unresolved issues within the accounting function.
  • Maintain smooth communication with other departments and management in the absence of the Accounting Director.

Qualifications:

  • Bachelor’s degree in Accounting, Finance, or a related field (required).
  • CPA certification (or equivalent) is preferred.
  • Minimum of 6 years of experience in accounting, with at least 3 years in a managerial or supervisory role.
  • In-depth knowledge of accounting principles, financial reporting, payroll processing, and tax compliance.
  • Strong understanding of LGU, PEZA, and BIR regulations, including experience with tax filings and audits.
  • Proficient in accounting software and ERP systems (e.g., QuickBooks)
  • Advanced proficiency in Microsoft Excel and financial analysis tools.
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
