Job description

Enterprise wide strategic and operational responsibility for vendor contracting, reducing total cost of ownership and driving standardization across the entire health system. Responsible for developing a sourcing strategy that will have a major impact on quality, efficiency, patient safety, and cost control. The primary areas of focus include orthopedic, spine and trauma or heart and vascular related supply categories. Coordinates with key service line leadership and physicians to gather, analyze, summarize, and prepare recommendations on sourcing strategies, practices and procedures. Responsible for management of all activities regarding contracting with suppliers. This includes but is not limited to supplier selection, contract negotiation, contract implementation, contract utilization tracking, providing contracting support on new strategic programs and projects, and maintaining effective partnerships with our distributors, manufacturers and other suppliers.Supports standardization efforts relating to equipment, consumables, and services. Strong working knowledge of orthopedic, spine and trauma or heart and vascular device industry and remains current on trends and practice patterns in order to be an effective negotiator for high-value and/or high-risk projects.

Responsibilities:
  1. Administers contracts to ensure continuing competitiveness, resolves problems, and addresses issues throughout the term of the contract. Administers system, regional, and local contracts for owned and affiliated facilities in a timely and professional manner, and insures terms are always current and competitive.
  2. Aggressively develops leads and implements a vendor and group purchasing relationship strategy that maximizes the organizations leverage in the marketplace, maintains a benchmark level of performance, ensures incentive alignment, and gains the supplier's commitment to leverage their capabilities on the organization's behalf.
  3. Collaborates with Clinical Value Analysis teams and physician leaders to review and optimize utilization of supplies in order to achieve industry leading supply expense management metrics.
  4. Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards. Complies with governmental and accreditation regulations.
  5. Develops, tracks and reports key contract performance metrics. Coordinates with all levels of management to gather, analyze, summarize and prepare recommendations on sourcing strategies, practices and procedures.
  6. Establishes supplier improvement targets in cost, quality, delivery, and inventory reduction. Identifies and pursues new procurement and contracting opportunities with diverse suppliers.
  7. Follows defined procedures to ensure efficient administration of contracts, including appropriate filing and record management and professional purchasing practices and techniques. Maintains complete and accurate contract documentation pursuant to established guidelines.
  8. Identifies key business partners and develops strategic partnership programs that maximize all aspects of relationship in order to realize optimal value. Develops and implements "Master Service Agreements” with multi-division suppliers in order to achieve efficiency in the contracting process.
  9. Keeps abreast of market trends, changes in business practices, and new or altered types of materials and services entering the market. Analyzes key trends in global supply chain and industry in general.
  10. Maintains currency with GPO programs and national contract awards, as well as supply chain and healthcare issues and trends. Reviews purchasing information /data to verify facility contract compliance with national group purchasing contracts and system-wide purchasing initiatives.
  11. Meets regularly with vendors to verify pricing, service, and quality commitments are met. Prepare and implements action plans with follow-up for vendors failing to meet performance requirements. Validates accuracy of pricing/price updates provided by suppliers (i.e. conformance with GPO and/or system-level contract terms and conditions, etc), assesses annual impact of price and contract changes. In conjunction with purchasing ensures unauthorized price changes do not occur.
  12. Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees and represents the department and hospital/facility in community outreach efforts as appropriate.
  13. Performs other duties as assigned.
  14. Prepares Request for Proposals (RFP) documents pursuant to policies, analyzes vendor responses for conformity with Health standard business terms and product/service-related requirements.
  15. Provides hands-on supply chain contracting leadership that achieves best market pricing, implements effective user friendly e-source processes, enhances relationships with key clinical leaders throughout the system, brings cutting-edge outreach and contracting abilities to the supply chain team.
  16. Responsible for management of all activities regarding contracting with suppliers. This includes but is not limited to contract strategy, contract negotiation, contract implementation, contract utilization tracking, providing contract support of new strategic programs and projects, and maintaining effective partnerships with distributors, manufacturers and other suppliers.
  17. Responsible for the successful strategy development, and execution of assigned contracting programs to maximize efficiency, cost savings and reduce liability exposure. Identifies and investigates all cost of ownership opportunities relative to potential acquisitions and purchasing affiliations.
  18. Works directly with clinical, administrative and physician leaders to monitor supply expense, present value propositions, and optimize performance for assigned clinical service area.

Minimum Qualifications
  • Education/Training
    • Bachelors degree in Business, Supply Chain Management or related field. Masters degree in Business, Supply Chain Management or related field preferred.
  • Experience
    • 10 years experience in a sales and/or business development role with a national medical device manufacturer. Regular achievement of market share/sales growth goals. Thorough working knowledge of medical devices including manufacturing process, functionality, utilization, and surgical implantation techniques. Direct physician interaction including product demonstration and demand management algorithmutilization. Proven ability to close and execute large dollar contracts. Front line contracting experience with national or regional group purchasing organizations or progressive integrated hospital system also desirable.
  • License/Certification/Registration
    • No special certification, registration or licensure is required.
  • Knowledge, Skills & Abilities
    • Strong analytical and negotiating skills. Professional verbal and written communication skills with strong understanding of industry related terminology. Advanced working knowledge of Microsoft Excel and Access software applications. Working knowledge of Microsoft Word and PowerPoint, and statistical software applications. Contract and RFX creation and response experience preferred.
