Systems Application & Technologies, Inc. (SA-TECH) is a progressive and well-established Department of Defense (DoD) contractor specializing in Range operations and maintenance (O&M); weapons testing; facilities management; aerial, ground and seaborne targets O&M; technical, logistics and other engineering support; systems integration; electronics and communications maintenance services; and a growing cybersecurity business. We are currently looking to hire an experienced Capture Manager for a remote position assigned to our corporate headquarters in Largo, MD. 


The Capture Manager requires an experienced professional with demonstrated success in organizing and leading capture and managing all tasks and activities necessary to win new business. Must be an effective communicator and strategist, who can bring knowledge and experience in responding to the needs and objectives of our DoD customers from prior positions in management and/or business development. The individual needs to be a motivated self-starter with the ability to gain internal commitments and support.


A successful candidate must exhibit the following key qualities and abilities: 

  • Able to conceptualize a vision for winning, develop a capture plan that implements the vision, and adjust the vision as the procurement unfolds. 
  • Manage all Capture activities and the Capture team to achieve the company’s strategic vision. 
  • Must possess strong Capture expertise, proven and respected industry leadership, and confidence in abilities to plan and execute a winning Capture effort. 
  • Able to lead a diverse and dispersed team during intense proposal schedules. 
  • Able to understand Government customers’ needs and objectives as related to those who will evaluate the proposal, strong written and verbal skills to effectively communicate the capture plan and status across the capture team and to management, patience, and interpersonal skills to achieve effective progress, anticipate problems, and keep Capture activities moving forward.
  • Exceptional time management skills. 
  • Identify, research, and qualify potential teaming partners, subcontractors and/or consultants that add value to the team. 
  • Serve as an advocate of the company in the marketplace and with customers.

Primary responsibilities of the Capture Manager are: 

  • Focus efforts and maintain progress in the pursuit of multiple business targets, working collaboratively with operations, business development, and other members of the Capture team. 
  • Establish relationships with potential teaming partners and collaborate to build mutually beneficial relationships and ensure a cohesive approach to the opportunity. 
  • Provide essential support to senior management in the finalization of teaming agreements, Non-Disclosure Agreements (NDAs), consultant agreements, and any other contractual arrangements necessary to pursue an opportunity. 
  • In addition, support for expansion for existing accounts, development of business cases to quantify problem and solution values, pricing assistance, proposal staffing estimates assistance, color team review participation, proposal content writing, lead the development and writing of a proposal volume, and development of marketing strategies and long-range business plans.
  • Provide technical expertise and support to qualify an opportunity and potential solutions, and present SA-TECH’s technical capabilities and solutions, as needed. 

Work Conditions:

  • Fast-paced Corporate Environment working with all levels within the company. 
  • Most work accomplished in an office environment utilizing phone and desktop computer and remote collaboration and communication tools (primarily Microsoft products).
  • The position will include 80% sitting, 5% reaching, 5% lifting 5% walking & 5% standing.
  • Normal work hours are Monday thru Friday however must be able to work extra hours/weekends when needed.
  • Travel is a requirement of the position and includes air and car travel to customer locations, customer meeting/site visits, industry conferences, corporate offices, and teammate offices. 
    • Travel is normally short (2-5 days) but may be extended (2-3 weeks) in certain circumstances.
Requirements

Education/Experience/Skills:

  • BA/BS Degree or higher required. 
    • Will accept an additional 10+ years of experience in similar position in lieu of education.
  • Minimum 10 years’ experience in proposal development and capture management of DoD service contracts.
  • Experience as a proposal volume manager is a big plus.
  • Prior DoD experience in operations, maintenance, testing, training or engineering is also a plus.
  • Excellent written and verbal communication and organizational skills.
  • High proficiency with MS Office tools required.
  • Current Driver’s License required; you must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required.
  • Must already have a minimum DoD Secret security clearance or be able to achieve (at minimum) a DoD Secret Security clearance prior to hire and maintain that clearance throughout employment.
  • All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
