ELEKS is looking for an Account Manager (Government Sector) in Kyiv.
ABOUT PROJECT
As an Account Manager, you will be contributing to ELEKS’ development and implementation of ELEKS’ public sector engagement strategy for Ukraine within the Government Business Unit (BU). You will be responsible for strengthening the ELEKS relations with beneficiaries within Ukrainian government organizations and institutions, as well as international donor organizations such as NGOs, project management agencies related to EU initiatives of Rebuild Ukraine, and national donor programs. For example, you will serve as a key interface between ELEKS, Ukrainian government institutions such as Ministry of Digitalization, Ministry of Finance, Ministry of Energy, Ministry of Strategic Industries, Ministry of Infrastructure, Presidential office, and international donor organizations such as ESTDEV, USAID, European Commission and other funding bodies.
Your responsibilities will include identifying, reviewing and qualifying the suggested tenders for further processing and bidding. Together with the ELEKS presales team, you will develop a winning proposal. You will also be establishing and maintaining strong and long-lasting relationships with entrusted ELEKS government clients, beneficiaries, and stakeholders in donor organizations during the implementation of projects to foster trust, deepen relationships, and identify potential follow-up opportunities or project extensions.
REQUIREMENTS
Knowledge & Skills
Strong understanding of donor, and funding government agency landscape as well as NGOs and project management agencies related to EU Initiatives on Rebuild Ukraine and national programs
Familiarity with government procurement processes, industry-specific bid requirements, and strong networking ties to beneficiaries and/or donor organizations.
Well-acquainted with the EU markets, contract laws, and funding regulations, including project reporting and donor compliance.
Ability to manage stakeholders across government institutions, NGOs, and international organizations, navigating government procurement and decision-making processes.
Strong strategic thinking, business development, communication, negotiation, and leadership skills.
Analytical and problem-solving mindset with the ability to handle multiple projects and priorities simultaneously.
Advanced proficiency in English and Ukrainian (verbal and written)
Education & Experience
A Bachelor’s or Master’s degree in Public Administration, International Relations, Law, Business, Computer Science, or a related field
7+ years of professional experience in government relations, donor engagement, public sector project management, or related areas
Experience in grant development, proposal writing, tender management, and funding program coordination
Proven track record of working with or for Ukrainian government relations, public sector agencies, or NGOs involved in donor-funded programs

RESPONSIBILITIES
Contributing to the development and execution of Government BU strategy for public funding and donor-funded engagement, including identifying programs, funding agencies, and government beneficiaries and proactively building relationship with them
Strategic planning, development, and monitoring of BU Sales Funnel & Channels via pre-selection of key donors, beneficiaries, and funding government agencies according to regional strategy, possibly in teamwork with external consultants, BDMs, or other stakeholders
Map out donor, and funding government agency landscape and proactively build relations, possibly in teamwork with external consultants, BDMs, or other stakeholders
Proactively work on new cooperation opportunities, including the identification or even preparation of new funding calls in cooperation with beneficiaries and funding bodies
Build and maintain strong, long-term relationships with beneficiaries and donors during project implementation, ensuring satisfaction with Eleks’ services and leading to deep partnerships and mutual benefits
Monitor and analyze project performance with focus on the financial relationships with the client. Meet assigned expectations for revenue, while working with Delivery on profitability
Participate in handover to project execution and support the timely and successful delivery of our solutions by keeping relations with client stakeholders where appropriate, and in cooperation with the Delivery Manager and Project Manager
Qualifying the pipeline of the upcoming tenders, establishing an adjusted qualification process, and improving it regularly
Conduct retrospectives/lessons learned, analyze won and lost opportunities, and define actions needed to improve government responses and final score
Monitor market dynamics and competitor activities, to identify gaps and opportunities where Eleks can position itself effectively
Represent Eleks at events, conferences, donor consultations, and stakeholder meetings to enhance visibility and strengthen strategic positioning within the public sector and donor community
